<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />December 8, 1988 <br /> <br />The City Plan Commission held a special meeting in the Emergency Operations <br />Center of City Hall on Thursday, December 8, 1988, convening at 7:35 p.m. <br />with Chairman Matthew P. McCauley presiding. <br /> <br />VOTING MEMBERS PRESENT: <br /> <br />Matthew P. McCauley, Chairman <br />Canice T. Rice, Jr., Vice Chairman <br />Arnold J. Kendall <br />Melissa P. Kreishman <br />Carl Safe <br />Booker T. Washington <br /> <br />VOTING MEMBERS ABSENT: <br /> <br />Stephen Marsh (excused) <br /> <br />Staff Present: Al Goldman, Director of Planning; Sarah Elwood, Zoning <br />Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Kendall moved that the minutes of the September 28, 1988, meeting be <br />approved as amended. Ms. Kreishman seconded the motion which passed by a <br />vote of 6-0. <br /> <br />Mr. Safe moved that the minutes of the October 26, 1988, meeting be approved <br />as amended. Mr. Kendall seconded the motion which passed by a vote of 6-0. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT '270, DRIVE-IN RESTAURANT AT 7290 OLIVE <br />OLIVE BOULEVARD <br /> <br />Chairman McCauley informed those present that the Plan Commission had <br />scheduled a public hearing on an application for Conditional Use Permit #270 <br />by Mr. Terry Barton in order to allow the property at 7290 Olive Boulevard <br />to be used for a drive-in restaurant. Chairman McCauley reviewed the <br />criteria dictated by the Zoning Code which must be satisfied in order for <br />the Plan Commission to recommend approval of the application. He explained <br />that the Plan Commission's findings and recommendation on the application <br />would be forwarded to the City Council for its consideration. Mr. Rice <br />indicated that he would abstain from any consideration or vote on the <br />application due to a conflict of interest. <br /> <br />Chairman McCauley called on the applicant to present information on the <br />application. Mr. Terry Barton of Alton, Illinois, introduced himself and <br />Mr. Mark Schwartzkopf, President of Dubbles, Inc. Mr. Barton indicated that <br />approval of the Conditional Use application would facilitate the location of <br />a Dubbles Drive-In Restaurant on the property at 7290 Olive Boulevard. Mr. <br />Barton would own the property and site improvements and lease all of these <br />
