<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 6 <br />December 8, 1988 <br /> <br />After some discussion concerning certain aspects of the proposal, Mr. Safe <br />moved that the Plan Commission approve the record plat for the Gannon Avenue <br />Addition Subdivision, dated December 1, 1988, as submitted. Mr. Kendall <br />seconded the motion which passed by a vote of 6-0. <br /> <br />REQUEST TO REZONE A 0.504 ACRE TRACT AT LIONSGATE DRIVE AND NORTH AND SOUTH <br />ROAD FROM "MR" TO "SR" <br /> <br />Mr. Jim Hall of Hall, Halsey and Wind informed Commission members that his <br />firm represented Mr. Tracy Rufkahr and the Rufkahr Land Development Company <br />in a request to rezone a 0.504 acre tract at North and South Road and <br />Lionsgate Drive. Mr. Hall indicated that the zoning of the southern 1.5 <br />acres of the vacant Lionsgate property had already been rezoned to <br />"SR"-Single Family Residential from "MR"-Medium Density ResidentIal. Mr. <br />Rufkahr had originally planned to develop the half-acre tract currently <br />under consideration as townhomes not necessitating a change in zoning. But <br />because both the Lionsgate Condominium Association and the St. Louis County <br />Department of Highways and Traffic had rejected Some aspects of the original <br />plan, Mr. Rufkahr hoped to develop the entire 2.087 acre site for single <br />family detached homes. <br /> <br />Mr. Goldman's December 2, 1988, memo to the Plan Commission detailed his <br />recommendation to approve the rezoning request as it would be consistent <br />with existing surrounding zoning. Mr. Goldman had also indicated in his <br />memo some of the critical problems with the preliminary subdivision plat <br />submitted with the rezoning proposal. He noted that when a 50-foot <br />dedicated right-of-way is shown for Lionsgate Drive, the sizes of Lots 7-12 <br />will be significantly reduced. A large MSD easement across Lots 6 and 13 <br />also significantly reduces the usable space on these lots. <br /> <br />Dr. Brent Palmer, President of the Board of Trustees of the Lionsgate <br />Condominium Association, was present to express his support of the rezoning <br />proposal. He confirmed Mr. Hall's depiction of the condominium <br />association's position. Commission members discussed the various aspects of <br />the right-Of-way dedication of Lionsgate Drive and how it would affect the <br />depths and area of proposed Lots 7-12. Mr. Safe suggested that since the <br />Preliminary Subdivision Plat was not formally before the Commission for a <br />decision, the applicant should meet with City planning staff to discuss the <br />various aspects of the proposed subdivision. At its next meeting, the <br />Commission could review the plat and debate its decision. <br /> <br />After further discussion, Ms. Kreishman moved that the Plan Commission <br />recommend approval of the request to rezone the 0.504 acre tract at <br />Lionsgate Drive and North and South Road from "MR" to "SR". Mr. Kendall <br />seconded the motion which passed by a vote of 6-0. <br /> <br />ADJOURNMENT <br /> <br />The meeting adjourned at 10:10 p.m. <br />
