Mr. Hart also explained that he might be able to reduce the <br />amount of parking needed on the site by allowing customers on the premises <br />"by appointment only" and by reducing the number of employees. Mr. Goldman <br />and Ms. Elwood replied that the number of parking spaces required for <br />automobile sales facilities was established by code and based on the floor <br />area of the building as well as that of the lot. Ms. Foxwell, Mr. Hart's <br />business advisor, wished to let the Commission members know that Mr. Hart <br />would upgrade the building and the land by his occupancy. The bui1din~ was <br />now a vacant eyesore. <br /> <br />Chairman McCauley declared the public hearing open to any interested party <br />who wished to speak, but as none were present, the hearing was closed. <br /> <br />Ms. Foxwell and Mr. Hart indicated that the business could provide many jobs <br />for young University City residents in vehicle Cleaning and repair. <br />Chairman McCauley pointed out the inconsistencies between this statement and <br />Mr. Hart's previous statements in that he had offered to limit the number of <br />employees for the business and had stated that no vehicle repair would take <br />place on the premises. Ms. Kreishman stated her belief that the site was <br />inappropriate for automobile sales liven the insufficient amount of parking. <br />Mr. Washington agreed. He did not believe that the applicant had fulfilled <br />the criteria which the Plan Commission must find exists within the proposal <br />in order to recommend its approval. After further discussion regarding the <br />proper forum for decision on the indoor vehicle sales proposal, Mr. Safe <br />moved that the Plan Commission recommend denial of the original application <br />and plans for Conditional Use Permit #271. The motion was seconded by Mr. <br />Kendall and passed by a vote of 6-0. Chairman McCauley informed Mr. Hart <br />that his application would be forwarded to the City Council for its decision. <br /> <br />REQUEST FOR RESUBDIVISION OF 8114 GANNON AVENUE - REVIEW OF RECORD PLAT <br /> <br />Ms. Joanne Iskiwitch of 8216 Gannon Avenue and Ms. Hattie Ellerman of 230 S. <br />Brentwood Boulevard informed Commission members that they were realtors <br />representing the owner and prospective owner, respectively, of the new lot <br />they proposed to create east of 8114 Gannon Avenue. Mr. and Mrs. Richard <br />Pack currently own the property at 8114 Gannon which measures 120' x 135'. <br />They proposed to subdivide off a lot to its east which would measure 60' at <br />its front building line and would, in all other respects conform with the <br />City's Subdivision and Zoning Ordinances. <br /> <br />MD. Elwood agreed that both new lots, if approved, would be in full <br />compliance. She indicated that the proposed line between the lots is <br />configured such that it allows the Packs to retain full title to certain <br />improvements (steps and a retaining wall). While this configuration of the <br />two lots on their east/west boundary seems out-of-step with the prevailing <br />pattern of lots in the area, there is no provision of the Zoning Code or <br />Subdivision Ordinance to prohibit such a configuration. This proposed <br />subdivision is, however, in the City's interest to promote infill <br />development. The proposed plat appears to conform in all respects to the <br />City's Subdivision Ordinance requirements. <br />
