After a brief discussion of some <br />of the landscaping selections, Mr. Bruno stated that he would look forward to the City <br />Forester's review of and comments on the plan. <br /> <br />REQUESTS TO REZONE 7421 AND 7429 OLIVE BOULEVARD FROM "MR" TO "GC" <br /> <br />Chairman McCauley stated that the Commission had received two requests to rezone <br />certain properties in the 7400 block of Olive Boulevard from "MR"-Medium Density <br />Residential to "GC"-General Commercial. Mr. Gerald Heideman, the listing agent for <br />the two properties in question, informed Commission members that the two elderly women <br />who owned these properties were no longer able to manage the upkeep of the homes and <br />grounds; both wished to sell their properties and felt there would be greater market <br />acceptance if the properties were both zoned commercially and sold together. One <br />problem faced by the owner of 7429 Olive, Mrs. Geraldine Haitz, is the mixed zoning of <br />her property; the lot on which her house is located is currently zoned commercial and <br />the empty lot on which her driveway is partially located is zoned residential. Both <br />properties which are the subject of the rezoning proposal are east of Hanley Road and <br />the 24-hour Shell service station. Mr. Heideman explained that the two applicants had <br />received copies of Mr. Goldman's recommendation on the application. Mr. Heideman <br />agreed with Mr. Goldman's conclusions. <br /> <br />Chairman McCauley called on Mr. Goldman to present the issues contained in his <br />recommendation. Mr. Goldman stated that the existing single family dwellings on these <br />properties are out of character with the general development pattern of Olive <br />Boulevard, and their removal should be encouraged. However, single family dwellings <br />which are zoned commercial often have a tendency to attract marginal uses which would <br />not enhance the image of Olive Boulevard and could block the use of the site for bona <br />fide commercial development. Because of this reservation, Mr. Goldman's <br />recommendation was against rezoning at this time. He suggested that the Plan <br />Commission encourage the property owners to return to the Plan Commission with a <br />specific development proposal which can be reviewed concurrently with the rezoning <br />request waiving payment of additional fees. Mr. Heideman reiterated his agreement <br />with this recommendation in his capacity as agent for the property owners. He <br />explained that the realistic goal for these properties was to make the homes available <br />for demolition. <br /> <br />Mr. Kendall asked what type of prospective buyers would be interested in developing <br />these properties. Mr. Heideman explained that the developers currently interested in <br />the properties were promoting automotive uses compatible with the surrounding <br />commercial neighborhood and the Shell station to the immediate west. After a brief <br />discussion concerning the desirability of commercial development along Olive <br />Boulevard, Mr. Rice moved that the Plan Commission recommend denial of both requests <br />to rezone the properties at 7421 Olive Boulevard and 7429 Olive Boulevard from "MR" to <br />"GC" with the provision that if the properties were the subject of a rezoning proposal <br />within the next twelve (12) months, the City should waive any additional rezoning <br />application fee. Mr. Kendall seconded the motion which passed by a vote of 6-0. <br /> <br />PROPOSAL TO AMEND THE 1986 COMPREHENSIVE PLAN FOR THE CITY OF UNIVERSITY CITY <br /> <br />Chairman McCauley informed those present that the Plan Commission had called a public <br />hearing for the purpose of considering amendment of the City's 1986 Comprehensive <br />
