<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 2 <br />March 22, 1989 <br /> <br />Lot "A" alone would not be developable without amendment of Conditional Use #265A. <br />Chairman McCauley asked Mr. Salter if indeed he was aware of the restriction on <br />proposed Lot "A" should the record plat be approved and recorded. Mr. Salter replied <br />that he was aware of the restriction. <br /> <br />After a brief discussion, Mr. Safe moved that the Plan Commission approve the Record <br />Plat of the "University Forest Addition," dated February 13, 1989, as submitted. Mr. <br />Kendall seconded the motion which passed by a vote of 6-0. Chairman McCauley <br />explained that the proposed subdivision would be reviewed by the City Council at its <br />April 3, 1989, meeting before the Plat could be recorded. <br /> <br />REQUEST TO REZONE 1.5 ACRE PARCEL WEST OF 951 N. HANLEY ROAD ALONG BLACKBERRY AVENUE <br />FROM "PA" TO "PR-O" <br /> <br />Chairman McCauley informed those present that a rezoning request had been submitted by <br />Richards Bruno, Inc. in order to rezone an approximately 1.5 acre parcel of land on <br />Blackberry Avenue, bordered on the east by the Hanley Junior High School property and <br />on the northeast by the center line of a creek, the River Des Peres. Mr. Bruno <br />explained that this acreage would provide an additional five building sites for single <br />family detached homes as an expansion of the proposed University Place subdivision. <br />The developers, Richards Bruno and Mark Conner, have the 1.5 acres under contract from <br />the Congregation B'nai Amoona which owns the cemetery property to the west. Mr. Bruno <br />presented a site plan of the five additional homes as they related to the previously <br />approved single family homes on the Hanley Junior High School site. <br /> <br />Chairman McCauley called on Al Goldman, Director of Planning, to present the issues <br />pertinent to the rezoning request. Mr. Goldman stated that he recommends approval of <br />the rezoning request from "PA"-Public Activity District to "PR-O"- Planned <br />Residential-Office District as a natural extension of the previously approved <br />residential development; the zoning for the entire development should be consistent. <br />Mr. Goldman did state, however, that the developers had been notified of a large <br />historic tree on the cemetery property which could be preserved by increasing the <br />front yard setback of the two houses closest to Blackberry Avenue. <br /> <br />Mr. Wagner asked if the developers planned to preserve the tree. Mr. Bruno replied <br />that, indeed, the two homes closest to Blackberry had deeper front yards; and, in <br />response to another question by Mr. Wagner, Mr. Bruno stated that the tree would be <br />located on the lot closest to Blackberry and would become the property of the owner of <br />that lot. Mr. Bruno explained further how he would endeavor to preserve the tree <br />during construction and pointed out some of the other large trees on the site which he <br />would endeavor to preserve. <br /> <br />After some further discussion, Mr. Kendall moved that the Plan Commission recommend <br />approval of the request to rezone the 1.5 acre parcel west of 951 N. Hanley Road along <br />Blackberry Avenue from "PA-Public Activity to "PR-Q"-Planned Residential-Office <br />District. Mr. Rice seconded the motion which passed by a vote of 6-0. <br /> <br />In order to update Commission members on the progress of the University Place project, <br />Mr. Bruno presented a preliminary landscaping plan for the subdivision including <br />proposed street trees, common ground tree planting and boulevard plantings. Mr. <br />Goldman commented that this was the Commission's first exposure to the parking lot <br />
