Although a developer might not buy <br />an entire block of residential properties, it would be the Plan Commission's and City <br />Council's responsibility to make sure the new commercial development did not harm the <br />remaining residential neighborhood with excess noise, traffic, odors, lights or <br />litter. Mr. Goldman cited the One McKnight Place Retirement Center as an example of a <br />development for which the developers acquired several single family properties and <br />were able to combine the new development with the neighborhood quite successfully <br />through the use of appropriate setbacks, transitional yards, landscaping, etc. Mr. <br />Ashby expressed his concern that the councilmembers of his ward were apparently <br />unaware of these redevelopment proposals. Mr. Wagner responded that it was his <br />appointed duty to report all Plan Commission business to his fellow city <br />councilmembers. <br /> <br />Chairman McCauley called on Commission members to comment on the proposed changes to <br />the Plan or suggest changes of their own. The following changes were proposed: <br /> <br />Page 18, change the fourth sentence of the second paragraph to read: "Development <br />along Olive followed the conventional shallow depth strip development pattern of <br />" <br /> <br />Page 18, add the following to the last sentence of the second paragraph: ", however <br />the shallow lot depth problem has not been satisfactorily addressed." <br /> <br />Mr. Rice suggested that the words "pedestrian sidewalks" be added to the following <br />proposed amendment: <br /> <br />Page 20, add the following to the end of the second p~ragraph: <br /> <br />The City should consider the expansion of the commercial districts along Olive <br />Boulevard in order to accommodate the need for increased lot depth of parcels fronting <br />on Olive to provide space for development with adequate setbacks, off-street parking, <br />pedestrian sidewalks, landscaping and buffer zones between commercial developments and <br />neighboring residential areas. <br /> <br />Ms. Kreishman suggested that the following proposed amendment read (including the <br />words "pedestrian sidewalks" as suggested by Mr. Rice): <br /> <br />Page 24, after the third paragraph and before the fourth paragraph, add the following <br />paragraph: <br /> <br />Redevelopment activities on Olive Boulevard may make it necessary to rezone some of <br />the residential areas immediately north and south of the properties along Olive in <br />order to provide sufficient lot depth for new development that meets contemporary <br />standards for site layout, parking, pedestrian sidewalks and landscaping, or to create <br />buffer zones between such new development and the neighboring residential areas. <br /> <br />Commission members agreed to the following proposed amendment: <br /> <br />Page 36, add Item 18 as follows: <br />
