If vehicular access to the site can be arranged from the adjoining property to the <br />south, the internal driveways and parking lot layout can be changed to accommodate <br />the new access, and the existing driveway entrance from Midland to the site can be <br />limited to outbound traffic only, provided such changes are first received and <br />approved by the Director of Planning. <br /> <br />6. All areas not dedicated to building, vehicular traffic and parking shall be <br />landscaped. <br /> <br />7. The fenced service area southwest of the building shall be no larger than fourteen <br />(14) feet by seventeen (17) feet and shall be screened by landscaping. <br /> <br />Mr. Kendall seconded the motion which passed by a vote of 6-0 with 1 abstention. <br /> <br />PROPOSAL TO AMEND 1986 COMPREHENSIVE PLAN - REVIEW OF CITY COUNCIL COMMENTS <br /> <br />Chairman McCauley noted that Commission members had received a memorandum from City <br />Manager Frank Ollendorff regarding his comments as well as those of the City Council <br />on the proposed changes to the City's 1986 Comprehensive Plan made by the Plan <br />Commission after a public hearing on March 22, 1989. Chairman McCauley believed that <br />since the Plan Commission was the body to actually adopt any changes in the document, <br />a public hearing for its deliberations on the Plan and review of City Council comments <br />was necessary. As other Commission members agreed with the Chairman, he called a <br />public hearing for May 24, 1989, at 7:30 p.m. and directed Planning staff to arrange <br />for due public notice of same. <br /> <br />OTHER BUSINESS <br /> <br />Mr. Wagner informed members that the City Council had met twice within the last month <br />and had accomplished the following with respect to planning and development issues: <br /> <br />1. Approval of amended Preliminary Plat for the Amherst Place Subdivision. All Plan <br />Commission recommendations were included in the decision on April 17, 1989. <br /> <br />2. Public Hearing scheduled for May 1, 1989, as of April 3, 1989, for rezoning <br />request by Richards Bruno and Mark Conner for 1.29 acre parcel west of 951 N. <br />Hanley Road and along Blackberry Avenue. <br /> <br />3. Approval of Record Plat for University Forest Subdivision on April 3, 1989. <br /> <br />4. Approval of Site Plan Review for a massage therapy facility at 8600 Delmar <br />Boulevard on April 3, 1989. <br /> <br />5. Denial of a Site Plan Review for a group counseling facility at 8200 Olive <br />Boulevard on April 3, 1989. <br /> <br />6. Approval of Site Plan Review for a new warehouse facility for the Glarner Pad and <br />Paper Co. on Lot 6 of the Olive/Skinker Business Park on April 3, 1989. <br /> <br />ADJOURNMENT <br /> <br />The meeting adjourned at 9:57 p.m. <br />
