<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 6 <br />April 26, 1989 <br /> <br />REVIEW OF PROPOSED PLAN CHANGES AT 7290 OLIVE BOULEVARD, DUBBLES DRIVE-IN RESTAURANT <br /> <br />Chairman McCauley called on Mr. Goldman to present his report regarding proposed <br />changes in the site plan for the Dubbles Drive-In Restaurant, 7290 Olive Boulevard, <br />which is permitted under Conditional Use Permit #270A. Before this report was given, <br />Mr. Rice indicated that he would abstain from any discussion or vote on this agenda <br />item due to a conflict of interest. Mr. Goldman stated that the site plan for this <br />drive-in restaurant at the southeast corner of Midland and Olive Boulevards has been <br />revised in an effort to satisfy requirements imposed by the Missouri Highway <br />Department and the St. Louis County Department of Highways and Traffic. Mr. Goldman <br />explained that the county staff has indicated a preference for using the U-Haul <br />driveway as an entrance to this site for left turning traffic from Midland. (The <br />Dubbles developers would have to arrange for access rights via this drive). The <br />alternative would be a necessary extension of the Midland median to block left turns <br />from Midland. The new site plan indicates considerably more paving than was shown on <br />the plan reviewed by the Plan Commission last December, making it critical that the <br />landscape design and installation be of exceptionally high quality. With the proposed <br />layout, a sidewalk along the northernmost driveway connecting Midland and Olive for <br />pedestrians is no longer necessary. Mr. Goldman suggested a walk connecting the <br />crosswalk on the site with Olive, the exact location and design of which could be <br />coordinated with the landscaping plan. Therefore, Mr. Goldman recommended that the <br />first condition of Use Permit #270 be changed to allow for the new sidewalk needs and <br />that an additional condition be added to permit site plan changes as necessary should <br />vehicular access to the site be required from Midland via the adjoining property to <br />the south. <br /> <br />Chairman McCauley asked Mr. Terry Barton, developer of the Dubbles site if he had <br />received a copy of Mr. Goldman's report and if he agreed with his recommendations. <br />Mr. Barton stated that he agreed with the recommendations, but he had planned to <br />blacktop some of the proposed landscape areas for easier maintenance. Ms. Kreishman <br />stated that the extreme amount of blacktop needed on the site to accomplish stacking <br />spaces for two drive-in serving windows left only the need for as many green areas and <br />planting areas as were remaining. Mr. Safe agreed that additional blacktop areas were <br />unacceptable, and that his vote to recommend approval of the conditional use in <br />December was predicated on extensive landscaped areas on the site. Mr. Don Wylan of <br />7354 Melrose stated that this area of Olive Boulevard needs to be improved with trees <br />and landscaping, not more pavement and blacktop. Mr. Goldman explained to Mr. Barton <br />that if the island and perimeter areas are landscaped, it will provide better <br />definition for vehicular circulation. <br /> <br />After further discussion concerning the importance of landscaping on this site, Ms. <br />Kreishman moved that the Plan Commission recommend approval of the amended site plan <br />dated April 14, 1989, for Dubbles Drive-In Restaurant at 7290 Olive Boulevard subject <br />to the following conditions: <br /> <br />The first condition of use on Use Permit #270 shall be changed to read: <br /> <br />1. The plan shall include a walk from Olive Boulevard to the painted crosswalk at the <br />driveway located to the west of the building. <br /> <br />The following conditions shall be added to Use Permit #270: <br />
