<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 3 <br />May 24, 1989 <br /> <br />PROPOSAL TO AMEND THE 1986 COMPREHENSIVE PLAN FOR THE CITY OF UNIVERSITY CITY <br /> <br />Chairman McCauley informed those present that the Plan Commission had called a <br />public hearing for the purpose of considering amendment of the 1986 Comprehensive <br />Plan. He explained that the Plan Commission had conducted a public hearing at <br />its regular meeting on March 22, 1989, and, on that date, had adopted changes to <br />Part I-Growth Management which corrected certain oversights in the Plan's <br />original form which now would sanction the potential need for expansion of <br />commercial zoning north and south of the Olive corridor. Such expansion would <br />achieve various redevelopment goals and viable, contemporary development patterns <br />which necessitate deeper lots than those currently offered along Olive. Since <br />the hearing in March, the City Council had reviewed the newly adopted language <br />and had suggested, through the City Manager, several language changes in order to <br />ensure sound planning policies for selective expansion of commercial areas and in <br />evaluating specific proposals for high-quality development. He stated that the <br />proposed language strives to achieve a level of commercial development which <br />serves the surrounding residential community and harmonizes with it. Chairman <br />McCauley read each of the proposed changes and explained each for the benefit of <br />those present at the public hearing. He detailed the proposed new paragraph on <br />page 24 of the Plan noting the standards it proposes in order to protect the <br />surrounding residential neighborhoods from certain detrimental conditions. The <br />following changes were proposed: <br /> <br />Page 20, change the fifth sentence in the second paragraph to read: "Selective <br />expansion of the commercial districts along Olive Boulevard should be <br />considered..." <br /> <br />Page 24, add the following new paragraph four: <br /> <br />It has long been recognized that the selective expansion of the shallow <br />commercial frontage may be necessary along some portions of Olive Boulevard. Any <br />commercial area boundary adjustment should only be considered in the event the <br />community receives a specific proposal for high-quality development. Boundary <br />changes of this type should maintain the integrity of the affected residential <br />neighborhood and should be designed to minimize the intrusion of commercial <br />traffic, parking, trucks, noise, and other conditions that can have a detrimental <br />effect on the surrounding residences. <br /> <br />Page 40, change the fifth sentence in the first paragraph to read: "The depth of <br />lots along parts of Olive Boulevard may need to be increased to provide <br />sufficient lot depth for new high-quality development that meets contemporary <br />standards for site layout, beautification...". <br /> <br />The Chairman asked if any member of the audience wished to ask questions or offer <br />comments regarding the proposed Plan changes. Mr. Rory Ellinger of 7340 Melrose <br />Avenue introduced himself as a member of the Executive Committee of the Musick <br />Subdivision. This Committee presented a letter to the Plan Commission which was <br />read by Mr. Ellinger requesting advance notice to the Musick Subdivision <br />Executive Committee of rezoning proposals in the area as well as certain specific <br />language changes on pages 20, 24 and 40 of the plan to include protection of <br />"existing" residential neighborhoods, not just those remaining after and adjacent <br />
