The unit known as 8374 Olive had been used previously <br />for auto repair businesses, but this standing use had been interrupted by the <br />occupancy of a bakery supply company. He further explained that the building had <br />a clean outer appearance which he would strive to maintain. Mr. Charles Klotzer, <br />owner of the building, operated a printing and graphics business in the unit with <br />Olive Boulevard frontage. <br /> <br />Chairman McCauley called on Al Goldman, Director of Planning to present the staff <br />report on this application. Mr. Goldman explained that, indeed, the standing <br />that this business location once had as an automotive repair facility was lost as <br />a result of the bakery supply company's occupancy. However, the automotive <br />repair use is certainly appropriate in this particular building although the <br />proposed use requires a Conditional Use Permit in order to reinstate the <br />automobile repair use as well as permission to store vehicles out-of-doors. The <br />Chairman asked Mr. Goldman if this area had ever had any problems with the <br />compatibility of the automotive related uses. He replied that at one time <br />Crixdale Avenue had been used for test drives, but that practice had been stopped <br />by the police. Chairman McCauley asked the applicant if he had any concerns <br />regarding the three conditions of operation proposed in the staff report. Mr. <br />LaClair replied that he agreed with the proposed conditions but may have to work <br />out a time frame within which the parking lot striping could be completed due to <br />the building owner's plans to repair and/or resurface the lot. Chairman McCauley <br />stated that a deadline for completion of this work could be reviewed with the <br />Zoning Administrator and with the building inspection department. <br /> <br />Chairman McCauley called for the applicant to answer any questions from <br />Commission members. Ms. Kreishman asked what type of signage the proposed <br />business would be permitted. Ms. Elwood replied that Mr. LaClair would be <br />permitted to have a wall sign indicating his business location and could have <br />exposure to the Olive Boulevard frontage via a Directory Sign should the building <br />owner elect to have such a sign. Ms. Elwood indicated that she had talked to the <br />building owner about such a sign possibility. <br /> <br />Chairman McCauley declared the public hearing open and called for questions or <br />comments from those present; however, as no interested parties were present to <br />speak, the hearing was closed. <br /> <br />After a brief discussion regarding how this property was amenable to automotive <br />repair uses, Mr. Kendall moved that the Plan Commission recommend approval of the <br />application for Conditional Use Permit '275 subject to the following conditions: <br /> <br />1. The lower parking area used by the automotive related businesses shall be <br />striped in accordance with a plan reviewed and approved by the Zoning <br />Administrator. <br /> <br />2. Signs shall conform with the provisions of the Zoning Code. <br /> <br />3. No more than ten (10) cars held for service by Bavarian Restoration & Supply <br />shall be parked or stored on the lot overnight. <br /> <br />Mr. Washington seconded the motion which passed by a vote of 5-0. <br />
