Ms. lreishman responded that she <br />felt the masonry was not appropriate and suggested that commercial window coverings <br />such as vertical blinds would be more desirable. She also observed that the rooftop <br />equipment needed more adequate screening and recommended against the use of wood slats <br />for such screening. <br /> <br />Chairman McCauley declared the public hearing closed. After a brief discussion, Mr. <br />Marsh recommended that the application for Conditional Use Permit '276 be approved <br />subject to the following conditions: <br /> <br />1. A permit is granted to the Agudas Israel of St. Louis, an orthodox Jewish <br />organization, and if the applicant discontinues as the sole user of the Conditional <br />Use, the permit is null and void. <br /> <br />2. The permit is granted for the use of the space as shown on the drawing dated <br />8/10/89 prepared by Alvah M, Levine, P.C. Any enlargement or additions to the space <br />must be reviewed by the Plan Commission and approved by the City Council before such <br />enlargement or addition takes place. <br /> <br />3. An architectural element shall be constructed on the roof to screen the rooftop <br />mechanical equipment and infill shall be constructed in the entire storefront that was <br />formerly 8202 Delmar Boulevard. The design and material shall be subject to the review <br />of the Director of Planning and the work shall be completed on or before September IS, <br />1990. <br /> <br />Ms. Kreishman observed that more work is still needed on Condition #3 and recommended <br />the following wording: <br /> <br />3. An architectural element of non-combustible material shall be <br />constructed on the roof to screen the rooftop mechanical equipment and <br />the storefront of what was formerly 8202 Delmar Boulevard shall have the <br />door replaced with plate glass and store front material matching the <br />balance of the store front with appropriate window covering such as <br />vertical blinds or other commercial window covering installed in that <br />entire storefront. The design and materials shall be subject to the <br />review and approval of the Director of Planning and the work shall be <br />completed on or before September IS, 1990. <br /> <br />Mr. Marsh accepted Ms. Kreishman's suggestion for Condition #3 and included it as part <br />of his motion. Mr. Kendall seconded the motion. <br /> <br />Mr. Rice moved an amendment to add a fourth condition reading as follows: <br /> <br />4. None of the basement space in the building shall be used for a retail <br />sales area. <br /> <br />The motion was seconded by Ms. Kreishman after a brief discussion. The motion to <br />amend was passed by a vote of 5-1 with one abstention. A vote was then taken on the <br />amended motion which passed by a vote of 6-0 with one abstention. <br />
