<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />November 22, 1989 <br /> <br />The City Plan Commission held its regular meeting in the Emergency Operations Center <br />of City Hall on Wednesday, November 22, 1989, at 7:30 p.m. with Chairman Matthew P. <br />McCauley presiding. <br /> <br />VOTING MEMBERS PRESENT <br /> <br />Matthew P. Kreishman (excused) <br /> <br />Council Members Present: Robert Wagner, Council Liaison. <br /> <br />Staff Present: Al Goldman, Director of Planning; Mary Fahey, Assistant Director of <br />Planning; Sarah Elwood, Zoning Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Safe moved that the minutes of the October 25, 1989, meeting be approved as <br />corrected. Mr. Kendall seconded the motion which passed by a vote of 5-0. <br /> <br />REQUEST FOR SUBDIVISION - RECORD PLAT OF U-HAUL CENTER, 7290 OLIVE BOULEVARD <br /> <br />Chairman McCauley called on the representative from U-Haul to present the request for <br />subdivision of the U-Haul property at 7270 Olive Boulevard. Mr. Bob Kensler, the <br />manager of U-Haul in University City, explained that the subdivision request was a <br />result of the need expressed by the owners of Dubbles Restaurant, at 7290 Olive <br />Boulevard, to purchase a portion of the U-Haul property fronting on Midland Boulevard <br />for better access and parking area on the restaurant site. Mr. Kensler continued by <br />saying that U-Haul had agreed to sell Dubbles what is depicted on the proposed record <br />plat as Lot 1, totaling .368 acres, in exchange for the Dubbles owner promising to <br />block access to the U-Haul property directly from Midland Boulevard. In this way, <br />U-Haul would benefit from the subdivision in effectively prohibiting cut-through <br />traffic on its property which usually attempts to avoid the traffic light at the <br />intersection of Olive and Midland Boulevards. <br /> <br />Chairman McCauley called for the staff report on the subdivision request. Al Goldman, <br />Director of Planning, stated that Dubbles' purchase of Lot 1 would bring the <br />restaurant development into compliance with the requirement by the St. Louis County <br />Department of Highways and Traffic that access to the restaurant site from Midland be <br />located further away than it is currently located from the Olive and Midland <br />intersection. Also. the County was requiring increased vehicle stacking capacity on <br />the site. <br />
