<br />. <br /> <br />Minutes - Plan Commission <br />Page 4 <br />November 22, 1989 <br /> <br />. <br /> <br />Landmarks and Districts Ordinance, the proposed change, setting a time limit for <br />consideration of ordinances establishing local landmarks or districts, was the only <br />change required by the State's Historic Preservation Office. After a brief <br />discussion, Mr. Rice moved that the Plan Commission recommend approval of the draft <br />bill amending Section 34-113.2(c) of the University City Zoning Code as corrected <br />grammatically by the Chairman: <br /> <br />"c. City Council Action. In the event the City Council shall determine to <br />proceed with the application for establishing an historic landmark or <br />district, it shall treat this matter as an application for textual amendment <br />and rezoning as provided in Section 34-64. If the City Council does not <br />enact an ordinance establishing an historic landmark or district within 180 <br />days from the date the Plan Commission receives the report of the Historic <br />Preservation Commission, the application shall become null and void. The <br />City Council shall not establish an historic landmark or district unless it <br />also enacts an ordinance which specifies the rules, regulations and <br />standards for each such historic landmark or district. The ordinance shall <br />include by reference a statement of the historical significance of the <br />historic district or landmark. Historic district rules, regulations and <br />standards shall not in general contain any restrictions on interior <br />alterations or repairs which do not affect the exterior appearance of <br />buildings, structures, humanly created objects or environmental features. <br />This limitation is not intended to apply to publicly owned buildings." <br /> <br />Mr. Kendall seconded the motion which passed by a vote of 5-0 with 1 abstention. <br /> <br />OTHER BUSINESS <br /> <br />Mr. Wagner reviewed for members two actions taken by the City Council at their <br />November 20, 1989, meeting: <br /> <br />1. Public hearing held on proposed ordinance to prohibit the structural members <br />of fences from facing adjoining property. Express citizen input in favor of <br />the proposal urged Council members to direct that an ordinance be prepared. <br /> <br />2. City Council approval of a site plan review for an office/retail addition to <br />the existing building at 6600 Delmar Boulevard. <br /> <br />Chairman McCauley announced City Council's appointment of Mr. Charles E. Foxworth to <br />the City Plan Commission. Mr. Rice had been serving past his appointed term until a <br />new member could be found. The Chairman represented all Commission members in <br />expressing gratitude in Mr. Rice's enthusiastic participation in the Plan Commission's <br />business since 1983. He thanked Mr. Rice for his many hours of volunteer service to <br />the City. Mr. Rice in turn thanked his fellow members and the Planning staff for <br />their guidance in city planning issues. <br /> <br />Ms. Elwood reviewed with Commission members potential dates for a meeting with the <br />City Manager in order to discuss proposed amendments to the 1986 Comprehensive Plan. <br />Ms. Elwood stated that she would confirm such a meeting date within a week's time. <br /> <br />ADJOURNMENT <br /> <br />Mr. Marsh moved that the meeting adjourn. Mr. Safe seconded the motion, and the <br />members unanimously voted to adjourn the meeting at 8:35 p.m. <br />
