<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 3 <br />November 22, 1989 <br /> <br />DISCUSSION OF 1986 COMPREHENSIVE PLAN <br /> <br />Ms. Elwood informed the Chairman and Commission members that the City Manager, Frank <br />Ollendorff, was unable to attend the Plan Commission meeting as a proponent of certain <br />amendments of the 1986 Comprehensive Plan because of the upcoming Thanksgiving <br />holiday. Commission members expressed their desire to discuss the proposed amendments <br />with the City Manager in order to understand the reasoning behind them. Mr. Rice <br />moved that the Commission table this agenda item until the City Manager could attend a <br />discussion session with the Commission. Mr. Safe seconded the motion. Mr. Marsh <br />verified that no members of the audience were present to specifically discuss this <br />issue. The motion to table passed by a vote of 6-0. <br /> <br />REVIEW AND DISCUSSION OF OLIVE BOULEVARD MARKETING AND COMMERCIAL DISTRICT PLANS <br /> <br />Mary Fahey, Executive Director of the University City Industrial Development Authority <br />(IDA), was present to review and present for discussion the Olive Boulevard Marketing <br />and Commercial District Plans prepared for the IDA by Harland Bartholomew & <br />Associates, Inc. The IDA commissioned these two plans to provide ideas which would <br />assist in revitalization efforts along the Olive Boulevard Corridor. Ms. Fahey <br />explained that the Marketing Plan presents an overview of the existing market along <br />Olive, followed by a profile of existing conditions, the area's competitive position <br />and an analysis of development opportunities based on a demographic profile, business <br />surveys and land use. The Commercial District Plan analyses existing conditions, <br />presents urban design ideas and an implementation strategy. <br /> <br />After a brief presentation detailing the highlights of both plans, Ms. Fahey asked if <br />Commission members had any questions or comments. Mr. Marsh asked if there were any <br />organized business groups on Olive Boulevard. Ms. Fahey explained that industrial <br />business owners on the east end of Olive are working together in an effort to organize <br />a Special Business District. Also, retailers and service companies on the west end of <br />Olive are similarly engaged. A middle area of Olive, from Midland through the 7900 <br />block, was approved as a Tax Increment Financing District in 1988. An area of Olive <br />between Ferguson and Midland had not yet been targeted because of inactivity on the <br />Mercy High School site. Chairman McCauley urged members to review the plans in depth <br />and to save the plans, as they would serve as a guide for development discussions for <br />the next several years. Mr. Washington expressed his encouragement of the successful <br />development activity on the eastern end of Olive Boulevard. The Chairman stated that <br />many of the Plan's recommendations were already being implemented and commended Ms. <br />Fahey for her efforts in marketing especially the industrial parcels on Olive <br />Boulevard. A brief discussion regarding landscaping opportunities along Olive led to <br />a question by Mr. Rice regarding whether the Commercial District Plan called for the <br />installation of additional sidewalks along Olive. In hearing that the Plan did not <br />contain such a direction, Mr. Rice expressed his opinion that the Plan was deficient <br />in this respect. Ms. Fahey thanked Commission members for their comments on and <br />interest in the Plans. <br /> <br />PROPOSAL FOR TEXT AMENDMENT OF ZONING CODE SECTION 34-113.2(c) - HISTORIC LANDMARKS <br />AND DISTRICTS <br /> <br />Mr. Goldman explained that the City's Historic Preservation Commission had realized <br />the potential of qualifying for a Certified Local Government Program under which it <br />could receive certain grants and assistance.
