<br />. <br /> <br />PLAN COMMISSION <br /> <br />. <br /> <br />Minutes <br /> <br />December 5, 1989 <br /> <br />The City Plan Commission held a special meeting in Room 6, Second Floor of City <br />Hall, on Tuesday, December 5, 1989, with Chairman Matthew P. McCauley presiding. <br /> <br />VOTING MEMBERS PRESENT <br /> <br />Matthew P. McCauley, Chairman <br />Charles Foxworth <br />Arnold J. Kendall <br />Melissa P. Kreishman <br />Stephen P. Marsh <br />Carl Safe <br />Booker T. Washington <br /> <br />Councilmembers present: Byron Price, 3rd Ward Councilmember. <br /> <br />Staff Present: Frank Ollendorff, City Manager; Al Goldman, Director of Planning; <br />Sarah Elwood, Zoning Administrator. <br /> <br />Chairman McCauley welcomed Mr. Charles Foxworth as the newest member of the City <br />Plan Commission. Mr. Foxworth was appointed to the Commission by the City <br />Council in November to replace Mr. Rice whose term had expired. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Marsh moved that the minutes of the November 22, 1989, meeting be approved as <br />corrected. Mr. Kendall seconded the motion which passed by a vote of 7-0. <br /> <br />REVIEW AND DISCUSSION OF PROPOSED AMENDMENTS TO 1986 COMPREHENSIVE PLAN <br /> <br />Chairman McCauley informed those present that the Plan Commission had scheduled <br />this special meeting in order to review and discuss amendments, proposed by the <br />City Manager, to Part I-Growth Management of the City's 1986 Comprehensive Plan. <br />The Chairman explained that the language proposed by Frank Ollendorff, the City <br />Manager, in his memorandum to the Plan Commission dated October 18, 1989, would <br />serve to amend the language adopted by the Commission on both March 22, 1989, and <br />May 24, 1989. Both amendments attempted to correct certain oversights in the <br />Plan's original form and would sanction the potential need for expansion of <br />commercial zoning along the Olive Boulevard corridor. Such expansion would help <br />to achieve various redevelopment goals and viable, contemporary development <br />patterns which necessitate deeper commercial lots than those currently offered <br />along Olive. After public hearings held in both March and May, the City Council <br />and City Manager suggested several language changes in order to ensure sound <br />planning policies for selective expansion of commercial areas and to evaluate <br />specific proposals for high-quality development. The language changes proposed <br />by the City Manager for current discussion are a potential response to concerned <br />homeowners and neighborhood groups who have requested additional study and <br />limitations on the city's future plans for encouraging commercial expansion. <br />
