RECORD PLAT <br /> <br />Chairman McCauley asked Sarah Elwood to review the issues with regard to the subdivision <br />request. Ms. Elwood explained that the proposed plat complies with the conditions <br />previously set by the city through Conditional Use Permit #266A-3rd Amendment and Site <br />Plan Review #1202. The proposed Record Plat also complies with Section 29-3(b) of the <br />city's Subdivision Ordinance. Lots 96-100 had not been included on the original <br />Preliminary Plat approved by the Commission on November 7, 1988; however, planning staff <br />saw no reason why these lots could not be final platted at this time since they comply <br />with the plan approved with Conditional Use Permit #266A-3rd Amendment on July 10, 1989. <br /> <br />The proposed Plat 2 does not include a second sheet indicating an access easement to the <br />common open space on the north end of the subdivision because all lots shown on Plat 2 <br />have direct access to the common ground (the former cemetery property) depicted on the <br />same sheet as the lots. The 27,347 square feet of common ground fulfill the required <br />commonly usable residential open space for these twelve lots. Of course, the subdivision <br />indentures still provide for use of both common areas by all subdivision residents. <br /> <br />According to the surveyor and the city's Public Works Department, the additional <br />right-of-way depicted along the north side of Blackberry Avenue is intended to create the <br />uniformity yet unachieved for the appropriate width of the street. <br /> <br />The proposed Plat depicts Lot 2 of Plat I with an adjusted north property line. The <br />surveying firm has stated that St. Louis County has already accepted and recorded a <br />"correction affidavit" depicting a different Lot 2 than was approved by the Plan Commission <br />and City Council as a part of Plat I. Lot 2, as corrected, and recorded, agrees with the <br />southern boundary of Lot 3 as shown by the proposed Plat 2. However, the planning staff <br />is concerned that Plat I may have been altered after the Plan Commission Chairman, <br />Secretary and City Clerk signed the mylar as approved by the Commission and City Council. <br />Planning staff suggests that the Commission urge the developers to submit a Plat I-Amended <br />depicting a Lot 2 as corrected for formal approval by the City of University City in <br />accordance with our Subdivision Ordinance. Also, it would be prudent for the developers <br />to have the entire subdivision final platted so as to eliminate future confusion as to the <br />size, status and reliability of all lots, common areas and rights-of-way. <br /> <br />Mr. Richards Bruno, one of the developers, shared planning staff's concern that proper <br />procedures may not have been followed concerning plat recordation, but he assured <br />Commission members that the error had not been made in his office and certainly without <br />his knowledge. <br /> <br />After Commission members asked several questions and assured themselves that all property <br />lines on Plat I as recorded agreed with the proposed Plat 2 as well as previously approved <br />conditions for the development, Mr. Kendall moved that the Plan Commission approve the <br />Record Plat for The Village of University Place-Plat 2. Mr. Foxworth seconded the motion <br />which passed by a vote of 4-0. <br /> <br />ELECTION OF OFFICERS <br /> <br />After some discussion regarding members' terms and nominations, Chairman McCauley <br />requested that the 1990 Election of Plan Commission officers be postponed until the <br />Commission's regular meeting in February. <br />
