Mr. <br />Goldman was able to recommend approval of the application subject <br />to conditions regarding the issues he highlighted. <br /> <br />Chairperson Kreishman asked if Commission members had any <br />questions for the applicant or his representative. Mr. Safe <br />asked if any drawing was available depicting the property lines <br />for 8406 Olive. Planning staff provided him with a site plan <br />accurately showing the property lines. Mr. Safe asked if it was <br />appropriate that those using the parking spaces in front of the <br />building would need to back their vehicles into the right-of-way <br />of Olive Boulevard. Mr. Goldman replied that the curb was <br />another 16-17 feet beyond the property line at 8406 Olive and <br />that this situation does not currently present any traffic <br />hazard. Mr. Washington asked how long a customer would have to <br />wait between the time he placed any order and the time the order <br />was ready. Mr. Yn replied that the orders should only take about <br />5-10 minutes to fill. Mr. McCauley asked if the oven design <br />presented to the members eliminated cooking odors and exhaust <br />outside the building. Mr. Kaufman replied that the oven did not <br />eliminate the cooking odors by itself, but the restaurant planned <br />to install an additional exhaust system. Mr. MCCauley also asked <br />if the applicant fully understood that the proposed storage area <br />should not be used for additional restaurant seating or <br />restaurant expansion. Mr. Kaufman stated that the large storage <br />area was a requirement of this type of restaurant and that the <br />applicant would not want to relinquish the storage area. <br /> <br />Chairperson Kreishman asked if any members of the public had any <br />comments regarding the application. Mr. George Tsai, owner of <br />the property, stated his support for this unique kind of <br />restaurant. He stated that when Mr. Yn approached him with this <br />idea, he wanted to make sure it was not the kind of Chinese <br />restaurant that was already so predominant along Olive Boulevard. <br />Mr. Tsai expected the restaurant to draw customers from a wider <br />area than just University city. As no other interested parties <br />were present to speak, Chairperson Kreishman closed the public <br />hearing. <br /> <br />Mr. Safe asked Mr. Goldman where the restaurant's trash dumpster <br />would most likely be placed. Mr. Goldman stated that the most <br />likely location would be on the east side of the building, south <br />of the exterior stairs. Mr. Goldman discouraged screening of the <br />dumpster because the screening material can deteriorate and look <br />worse than a well-maintained trash container. Mr. Foxworth asked <br />if the proposed restaurant would be similar to the Chinese <br />barbecue restaurants on the west coast which display the cooked <br />meat in the window.
