<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />August 22, 1990 <br /> <br />The City Plan Commission held its regular meeting in the Emergency <br />Operations Center of City Hall, 6801 Delmar Boulevard, on August <br />22, 1990. The meeting commenced at 7:30 p.m. with Chairperson <br />Melissa Kreishman presiding. <br /> <br />VOTING MEMBERS PRESENT <br /> <br />Melissa Kreishman, Chairperson <br />Charles Foxworth <br />Arnold J. Kendall <br />Carl Safe <br /> <br />VOTING MEMBERS ABSENT <br /> <br />Stephen Marsh, Vice Chairman <br />Andrea Ratner <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Safe moved that the Minutes of the July 25, 1990, meeting be <br />approved a corrected. Mr. Kendall seconded the motion which passed <br />by a vote of 4-0. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT #285, CLARK OIL & REFINING <br />CO., 8341 OLIVE BOULEVARD <br /> <br />Chairperson Kreishman informed those present that the Plan <br />Commission had scheduled a public hearing on an application for a <br />Conditional Use Permit by the Clark oil Company. The Company is <br />requesting approval for a remodeling project at the existing Clark <br />automobile filling station at 8341 Olive Boulevard. The <br />Chairperson outlined the Commission's procedures and criteria for <br />reviewing Conditional Use applications. <br /> <br />Mr. Ed Peek, Project Engineer for Clark Oil, introduced himself to <br />Commission members. He and Michael Smith, a regional manager for <br />Clark Oil, were present to explain the proposed improvements to the <br />University City Clark Station located at 8341 Olive Boulevard. He <br />stated that the existing building would remain on the site, but <br />updated facilities on the site would include new tanks, pump <br />islands, lot resurfacing and a newall-weather canopy over the <br />pumps for customer convenience. Mr. Peek had received the Planning <br />Department Staff Report on the application and had proceeded to <br />amend the site plan to locate the trash dumpster, landscaping and <br />a screening fence on the property. The dumpster would be located <br />behind the existing fence and would be enclosed by cedar fencing. <br />Mr. Peek also indicated that Clark was willing to change the slats <br />in the existing fence so that they would match the color of the <br />
