<br />Plan Commission M~tes <br />August 22, 1990 <br />Page 2 <br /> <br />. <br /> <br />canopy or erect a wood fence. <br /> <br />The Chairperson called on Al Goldman, Director of Planning to <br />present the Planning staff Report on the application. Mr. Goldman <br />stated that Planning staff recommends approval of the application <br />subject to certain standard conditions regarding sign conformance, <br />landscaping, and screening of the trash facilities. Mr. Goldman <br />also explained that the Clark's current use of the property for an <br />automobile filling station is a lawful, conforming use; the <br />installation of new tanks, pumps and the canopy now requires review <br />of a Conditional Use Permit. Sarah Elwood, Zoning Administrator, <br />distributed to members a photograph of a similarly updated Clark <br />station and explained that the signage shown in the photo would be <br />similar to that which Clark would use at its University City <br />location. <br /> <br />Chairperson Kreishman asked Mr. Peek what the height of the <br />proposed canopy would be. Mr. Peek replied that the canopy would <br />be 17' in height from the ground to the top of the canopy, and it <br />would have a 13.5' clearance. Mr. Safe asked if a portion of the <br />paved area would remain behind the fence. Mr. Peek reviewed the <br />paving plan and explained that a small portion of the paved area <br />would be behind the relocated fence. Mr. Kendall then moved that <br />the Plan Commission recommend approval of the application for <br />Conditional Use Permit #285 subject to the following conditions: <br /> <br />1. All signs on the premises shall conform to the University City <br />Sign Code. <br /> <br />2. All fencing, new or existing, shall match. The use of a <br />single neutral color for the slats, say a dark brown, would <br />allow the slats to complement the canopy and not compete with <br />it. <br /> <br />3. A detailed landscaping plan shall be submitted to the Director <br />of Planning for his review and approval. Landscaping shall be <br />installed and maintained in accordance with the approved plan. <br /> <br />4. The refuse box shall be screened, preferably with landscaping. <br /> <br />Mr. Foxworth seconded the motion. The Chairperson asked if any <br />members of the public wished to comment or ask questions on the <br />application. Mr. Jerry Gold, owner of 8327-33 Olive Boulevard, <br />asked if the grade of the lot would be altered by resurfacing. Mr. <br />Peek replied that the lot would be regraded and that a proper pitch <br />would be maintained from the property toward Olive. The lot would <br />be completely resurfaced with asphalt, but the area under the <br />canopy would be paved with concrete. Mr. Peek briefly reviewed for <br />Mr. Gold the improvements Clark Oil proposed. As there were no <br />other comments, Ms. Kreishman closed the public hearing. There <br />being no further discussion, she called for a vote on Mr. Kendall's <br />
