YOUTH EMERGENCY SERVICE. INC.. 6816 WASHINGTON AVENUE <br /> <br />Chairperson Kreishman recognized Mr. Lee Onkeles, Executive <br />Director of Youth Emergency Service, Inc. (Y.E.S.) who presented <br />his organization's request for an amendment of its Conditional Use <br />Permit, #137. Y.E.S. proposed various interior and exterior <br />renovations to their building on Washington Avenue to provide <br />additional office and counseling areas as well as a remodeled <br />living area for resident clients. Mr. Onkeles indicated that he <br />had received the Planning Staff report on the application and <br />concurred with the recommendations contained in the report, <br />including the recommendation to rezone the property from "HR" - <br />High Density Residential to "PA" - Public Activity District. He <br />did state that Y.E.S. had requested that up to eight boys and eight <br />girls be permitted on the premises on an overnight basis, but <br />understood the Planning Department's recommended limit of seven <br />boys and seven girls based on the floor area of the sleeping rooms. <br /> <br />Chairperson Kreishman requested that Ms. Elwood review the staff <br />report on the application. Ms. Elwood explained that the evolution <br />of uses on this block of Washington Avenue has taken on a <br />predominantly institutional and office character. In order to <br />consolidate the zoning along this block frontage, Planning Staff <br />recommends that the Plan Commission initiate rezoning the property <br />at 6816 Washington Avenue from "HR" to "PA." Another proposed <br />rezoning on this block would be considered as the subject of the <br />next application on the agenda. The proposed rezonings would <br />accomplish the combined goals of making the zoning consistent with <br />other office and institutional uses in the immediate area and also <br />allow the combination of uses in both buildings by either Site Plan <br />Review or Conditional Use Permit. In the present case, the <br />institutional office and shelter use could remain a Conditional Use <br />within the "PA" zoning district. with Y.E.S. 's proposed floor <br />plan, the building would take on a predominantly office character. <br />Y.E.S. requested several changes in the conditions of its previous <br />Use Permit. Planning Staff recommended that the requirement <br />regarding City review of any structural changes or remodeling of <br />the interior or exterior of the building remain as a condition due <br />to the fact that the use would remain a Conditional Use in the "PA" <br />district and could be approved only upon a showing that the use of <br />the building would continue to be compatible with surrounding uses <br />and would not have an adverse impact on the surrounding area. <br />Also, the recommended limitation of seven boys and seven girls <br />permitted as overnight residents was based on an allotment of fifty <br />square feet per person in the sleeping rooms. This proposed <br />requirement reflects the guidelines of the University City Existing <br />Structures Code. Planning Staff therefore recommended approval of <br />the application to amend Conditional Use Permit #137 subject to <br />first rezoning the property from "HR" to "PA." <br />
