Mr. Onkeles replied that Y.E.S. concurred <br />with both the recommendations regarding rezoning and amendment of <br />the Conditional Use Permit. Chairperson Kreishman inquired whether <br />Y.E.S. planned to have any temporary sleeping quarters in offices <br />in order to accommodate any extra overnight clients. Mr. Onkeles <br />stated that no sleeping quarters would be provided other than those <br />shown on the proposed floor plan and that Y.E.S. would abide by the <br />recommendation that a maximum of seven boys and seven girls be <br />housed on the premises. Mr. Safe asked if Planning Staff <br />anticipated rezoning the apartment building on the north side of <br />Washington Avenue. Mr. Goldman replied that it would not be <br />rezoned unless an institutional use proposed purchasing and <br />occupying the building. Mr. Safe also asked if the proposed <br />condi tion regarding a prohibition on the use of drugs on the <br />premises was necessary. Ms. Elwood stated that this condition had <br />been part of Y.E.S.'s previous permit. Mr. Foxworth agreed with <br />its inclusion. Former University City Police Chief James Damos <br />spoke in support of Y.E.S. and stated that the organization gives <br />special attention to drug abuse prevention as part of its program. <br /> <br />Chairperson Kreishman asked if any member of the public wished to <br />comment or ask questions on the application. There being no one <br />present to speak, the Chairperson closed the public hearing. <br /> <br />After further discussion, Mr. Safe moved that the Plan Commission <br />recommend approval of application for Conditional Use Permit #137 <br />subject to first rezoning the property from "HR" - High Density <br />Residential District to "PA" - Public Activity District and subject <br />to the following conditions: <br /> <br />1. No structural changes or remodeling to the interior or <br />exterior of the building shall take place without the express <br />approval of the City Council. <br /> <br />2. Off-street parking shall be provided at the rear of the <br />property on a paved surface of asphalt or concrete and <br />containing at least five (5) parking spaces. <br /> <br />3. The premises should be kept free of litter at all times. <br /> <br />4. Outdoor activity of staff, clients and their visitors shall be <br />limited to the rear yard, and no congregating of clients or <br />their visitors in front of the building, ei ther on the <br />premises or on the public sidewalks or streets in the <br />vicinity, shall be permitted. <br /> <br />5. A strict curfew of 10:30 p.m. shall be maintained for all <br />outdoor activities and all loud noises which can be heard by <br />residents. <br /> <br />6. No more than seven (7) boys and no more than seven (7) girls <br />
