No signs of any type shall be displayed on the premises with <br />the exception of a single sign, 24" x 42", permanently <br />attached to the front building wall at the first floor level. <br />The sign may be illuminated by a single ground mounted light <br />in a fully shielded fixture so that no part of the bulb is <br />visible from adjoining property. <br /> <br />8. No person on the premises shall be permitted by Y.E.S. to use, <br />possess, distribute or transfer any drug which is designated <br />by the Division of Health of the state of Missouri, under the <br />provisions of Section 195.230 R.S.Mo., to be a barbituate, <br />stimulant or hallucinogenic drug; nor possess, use or <br />distribute or transfer any narcotic. <br /> <br />Mr. Kendall seconded the motion which passed by a vote of 4-0. <br /> <br />PUBLIC HEARING - APPLICATION FOR AMENDMENT OF CONDITIONAL USE <br />PERMIT #46. TRINITY PRESBYTERIAN CHURCH AT 6808 WASHINGTON AVENUE <br /> <br />Before calling on the applicant to present the Church's proposal to <br />the Commission, Chairperson Kreishman stated that she would abstain <br />from the vote on this application due to a potential conflict of <br />interest. Mr. John Roman, 7215 Shaftesbury, stated that he <br />represented the Church in its application to permit use of the <br />building at 6808 Washington Avenue for church-related uses, office <br />uses and remaining residential uses. He explained that the church <br />has owned this building for over 30 years. They hope to maintain <br />use of the first floor units for church counseling services and a <br />child care service for church activities. The church proposes to <br />lease one of the second floor units to Youth Emergency Service, <br />Inc. (see discussion of Conditional Use Permit #137A above), and <br />retain the remaining three units for residential uses. Mr. Roman <br />stated that the church had received the Planning Department staff <br />report on the application and concurred in the recommendations as <br />well as the proposed rezoning of the property from "HR" - High <br />Density Residential to "PA" - Public Activity District. <br /> <br />Chairperson Kreishman called on Ms. Elwood to present the staff <br />report on the application. Ms. Elwood reiterated that the <br />evolution of uses on this block frontage has taken on a <br />predominantly institutional and office character. In order to <br />consolidate the zoning on this block, Planning Staff proposed that <br />this property be rezoned from "HR" to "PA". This proposed <br />rezoning, along with that of 6816 Washington, accomplishes the goal <br />of making the zoning consistent with other office and institutional <br />uses in the immediate area and also allows a combination of church <br />and office uses as Conditional Uses. Office uses, in and of <br />themselves, are not permitted in the "HR" district in which this <br />property is currently located. The zoning change would unify the <br />
