As property owner, the Church would be held <br />responsiblefor proper building maintenance. However, an occupancy <br />permit and a sign permit could not be issued unless a Conditional <br />Use Permit had been approved by the City Council. Reverend Buckner <br />stated his belief that he could not obtain any permits until he <br />obtained a Conditional Use Permit for his church. Ms. Elwood <br />explained that this was not the case, but that the City Council had <br />made it clear the last time Reverend Buckner appeared before the <br />Council that it would not consider any requests for extension of <br />the Church's Conditional Use Permit. After some further <br />discussion, Mr. Kendall moved that the Plan Commission recommend <br />denial of Conditional Use Permit #284 for the Living Word Apostolic <br />Church at 7740 Olive Boulevard. Ms. Ratner seconded the motion <br />which passed by a vote of 5-0. Ms. Elwood further explained that <br />any permits issued by the city to improve the building did not <br />guarantee that the Plan Commission or City Council would further <br />consider any Conditional Use Permit request. <br /> <br />APPLICATION FOR DESIGNATION OF LOCAL HISTORIC LANDMARK - TIVOLI <br />BUILDING. 6346-70 DELMAR BOULEVARD <br /> <br />Chairperson Kreishman stated that the Commission was scheduled to <br />review an application for designation of a Local Historic Landmark, <br />the Tivoli Building at 6346-70 Delmar Boulevard, in the University <br />City Loop Business District. The Chairperson asked if the <br />Commission had a duty to make a recommendation on the application <br />or pass any other resolution. Ms. Elwood stated that according to <br />Article IX of the University City Zoning Code, the Plan Commission <br />is required to review an application of the Historic Preservation <br />Commission recommending designation of a local historic landmark or <br />district and report its recommendation to the City Council. Mr. <br />Paul Schoomer, City Council representative from the Second Ward, <br />conveyed a request from the City Council that the Plan Commission <br />table any action on the proposed designation until its next meeting <br />so that the City Council could resolve several legal issues with <br />regard to this property. Councilmember Schoomer understood that <br />the Plan Commission had sixty (60) days within which to act on the <br />application. <br /> <br />Chairperson Kreishman called on Lisa Van Amburg, Chairperson of the <br />Historic Preservation Commission to present the Commission's <br />proposal. Ms. Van Amburg stated that the interest to designate the <br />Tivoli as a local historic landmark began in January, 1990, in <br />conjunction with the Commission's plans to hold a conference on <br />current Historic Preservation issues in cooperation with the <br />National Trust for Historic Preservation and the Missouri state <br />Office of Historic Preservation. One of the topics of discussion <br />during the May conference was "Demolition by Neglect," which <br />focused on measures to prevent historically significant buildings <br />from deteriorating. In March, the Commission voted to proceed with <br />an application for designation of the building, and at its June 20, <br />1990, meeting, held a public hearing on the proposed designation. <br />
