They admitted to <br />wanting to minimize the cost of paving the site. Mr. Kendall asked <br />if the business would offer State Vehicle Inspections. Mr. <br />Bamberger replied that they would not provide this service. Mr. <br />Kendall also asked about the proposed hours of operation. Mr. <br />Bamberger planned on operating during the hours of 8 a.m. - 6 p.m. <br />on weekdays and 8 a.m. - 12:00 Noon on Saturday. There would be no <br />Sunday hours. Mrs. Ratner asked if the owners would delete their <br />proposal for a fenced area behind the building in favor of the <br />required transitional yard. Mr. Bamberger and Mr. Schulte agreed <br />to this. Chairperson Kreishman asked Planning staff about the <br />number of vehicles parked at the auto repair facility at the <br />southwest corner of Midland and Vernon. Sally Elwood, Zoning <br />Administrator, stated that since that property had been the <br />location of an auto repair business since before current zoning <br />regulations, the City had few controls over its operation. <br /> <br />The Chairperson declared the public hearing on the application <br />open; however, as no one present asked questions or offered <br />comments on the application, the Chairperson closed the public <br />hearing. <br /> <br />After further discussion, Mr. Marsh recommended that the Commission <br />recommend approval of the application for Conditional Use Permit <br />#290, subject to the following conditions: <br /> <br />1. All open off-street parking areas and driveways shall be paved <br />with a durable dust-free and hard material, such as bituminous <br />hot mix or portland cement concrete or some comparable <br />material. <br /> <br />2. The existing cable and posts located along the Midland <br />Boulevard and Vernon Avenue property lines shall be removed <br />from the property. <br /> <br />3. Overnight, outdoor parking or storage of wrecked, derelict, <br />abandoned and/or unlicensed vehicles is prohibited. Overnight <br />storage of motor vehicles shall be limited to an area of <br />marked parking stalls in front of the building, not to exceed <br />12 spaces. <br /> <br />4. All business, service, storage and display of goods shall be <br />conducted within the completely enclosed structure. <br /> <br />5. A revised parking layout and detailed landscape plan shall be <br />submitted to the Director of Planning for review and approval. <br />Landscaping shall be installed and maintained in accordance <br />with the approved plan. <br /> <br />6. An area bounded by the western edge of the required fifteen <br />(15) foot transitional yard extending north to Vernon Avenue <br />and also bounded by the Midland Boulevard and Vernon rights- <br />
