Ms. Elwood explained that
in the Spring of 1989, the Rufkahr Land Development Company
acquired approval of a Preliminary Plat for developing two acres of
vacant property, previously platted as part of the Lionsgate
Condominiums, for 12 single family homes. The property was rezoned
from "MR"-Medium Density Residential to "SR"-Single Family
Residential in two phases, in January, 1988, and in February, 1989.

Dominion Properties proposes to build two-story, cOlonial-style
homes with brick facades on the twelve lots. The site development
plans had been reviewed by Planning staff for their conformity with
the "SR" zoning district regulations. Ms. Elwood explained that
the proposed final plat agreed substantially with the approved
Preliminary Plat with respect to building lines, lot size, street
width and other requirements of the city's Subdivision Ordinance.
The improvement plans depicting sidewalks and curb cuts had been
referred to the City's Public Works Department for their review.
The location of the curb cut along North and South Road for the
extension of Amherst Avenue had been submitted for review by the
st. Louis County Department of Highways and Traffic. The proposed
Final Plat also fulfilled conditions of Preliminary Plat approval;
the proposed Subdivision Indentures prohibit direct access from
Lots 9-12 to North and South Road and only the existing and
proposed easements are depicted on the Final Plat. After detailing
other features of the proposed subdivision, Ms. Elwood stated that
the Planning staff recommended approval of the subdivision.

After a brief discussion, Mr. Safe moved that the Plan Commission
approve the proposed Final Plat for "Amherst Place," dated November
21, 1990, as submitted. Mr. Kendall seconded the motion which
passed by a vote of 6-0.

REQUEST FOR AMENDMENT OF THE EASTGATE-WESTGATE URBAN RENEWAL PLAN

Ms. Mary Fahey, Executive Director of the City's Land Clearance for
