<br />Minutes - Plan Co~ssion <br />November 28, 1990 <br />Page 6 <br /> <br />. <br /> <br />WHEREAS, on November 14, 1990, the University City Redevelop- <br />ment Authority referred proposed amendments of the Eastgate- <br />Westgate Urban Renewal Plan to the City Plan Commission for review <br />for their conformance with the 1986 Comprehensive Plan for the City <br />of Universitv city. Missouri; and <br /> <br />WHEREAS, at its regular meeting on November 28, 1990, the City <br />Plan Commission did review the proposed amendments to the Eastgate- <br />Westgate Urban Renewal Plan with recommendations that: <br /> <br />a) item #2b) on Page 3 be changed to read "Relocation <br />assistance of families or businesses who will be displaced by the <br />Plan." <br />b) the Plan incorporate any editorial changes to be submitted <br />to the Director of Planning for his review and approval; and <br />c) suggested changes to Exhibit 1 Existing Land Use and <br />Exhibit 2 - Proposed Land Use be made. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY PLAN COMMISSION OF <br />THE CITY OF UNIVERSITY CITY, MISSOURI, AS FOLLOWS: <br /> <br />Section 1. That with the proposed amendments and recommended <br />changes to the Eastgate-Westgate Urban Renewal Plan, such Plan is <br />consistent with the 1986 Comprehensive Plan for the City of <br />University city. Missouri. <br /> <br />PROPOSAL FOR TEXT AMENDMENT TO ZONING CODE - DEFINITIONS FOR <br />MEDICALLY-RELATED USES <br /> <br />Chairperson Kreishman asked Ms. Elwood to review with members her <br />Memorandum of November 19, 1990, proposing several new definitions <br />for the medically-related uses in the Zoning Code. Ms. Elwood <br />stated that on October 24, 1990, the Plan Commission had <br />recommended to the City Council that Sections 34-35.4 and 34- <br />40.3 (b) be amended to include provision for "Residential and <br />Outpatient Substance Abuse Treatment Centers" as conditional uses. <br />The recommendation was made in order to progress toward fulfillment <br />of a recently enacted state statute which appears to require that <br />the zoning ordinances of Missouri counties, cities, towns and <br />villages with a population over 500 provide for establishing these <br />types of uses as either permitted, conditional or special uses. <br />One of the issues addressed in October with regard to these <br />amendments was a lack of adequate definitions for the various <br />medical facilities and medically-related uses provided for in the <br />Zoning Code. The Plan Commission requested that Planning staff <br />draft definitions for such uses and facilities which will <br />adequately reflect like definitions in the Missouri state statutes. <br />Planning staff had researched the state statutory definitions and <br />proposed alternative definitions for Convalescent Homes, Nursing <br />Homes, Hospitals and Substance Abuse Treatment Centers. One <br />definition for each of these uses mirrored those in the state <br />statute; the alternative definition was a tailored definition which <br />
