Mr. Kendall stated his belief that the simpler <br />definitions would be preferable because they would be more <br />flexible. Ms. Ratner stated that in choosing the shorter <br />definitions, Planning staff would need to keep current with the <br />terminology used by the state's definitions for nursing homes and <br />other medically-related uses. Ms. Ratner and other Commission <br />members believed that if the Commission adopted standard conditions <br />for proposed conditional uses as part of its operating procedures, <br />many questions typically asked by applicants could be clarified <br />regarding medically-related and other uses. The Commission asked <br />Planning staff to begin preparing such a list of standard <br />conditions. commission members specifically discussed the proposed <br />definitions for Dormitories and Offices and suggested certain <br />revisions. <br /> <br />After further discussion, Ms. Ratner moved that the Plan Commission <br />recommend that Sections 34-34.3(3) and section 34-90 be amended as <br />follows: <br /> <br />Amend section 34-34.3(3) to read: <br />(3) Offices. <br /> <br />Amend section 34-90 by adding the following definitions: <br /> <br />Convalescent Home - Any premises, other than a nursing home, <br />hospital or residential substance abuse treatment center, which <br />provides twenty-four hour care, accommodation and board in order to <br />aid individuals in the gradual recovery of health and strength <br />after illness or weakness, including a "Residential Care Facility <br />I" or a "Residential Care Facility II" as defined by Chapter 198 of <br />the Missouri Revised Statutes. <br /> <br />Nursing Home - Any premises, other than a hospital or residential <br />substance abuse treatment center which provides twenty-four hour <br />personal and health care, which provides board to individuals under <br />the daily supervision of a licensed nurse and the supervision of a <br />licensed physician, including "Residential Care Facilities I and <br />II," an "Intermediate Care Facility" or a "Skilled Nursing <br />Facility" as defined by Chapter 198 of the Missouri Revised <br />Statutes. <br /> <br />HosDital - Any premises, other than a nursing home, convalescent <br />home or substance abuse treatment center, devoted primarily to the <br />diagnosis, treatment and overnight nursing or medical care of <br />individuals suffering from illness, disease, injury or other <br />abnormal physical conditions. <br />
