<br />. <br /> <br />. <br /> <br />PLAN COMMISSION <br /> <br />Minutes <br /> <br />January 23, 1991 <br /> <br />The City Plan Commission held its regular meeting in the Emergency <br />Operations Center of City Hall, 6801 Delmar Boulevard, on January <br />23, 1991. The meeting commenced at 7: 30 p.m. with Chairperson <br />Melissa Kreishman presiding. <br /> <br />VOTING MEMBERS PRESENT <br /> <br />Melissa Kreishman, Chairperson <br />Stephen Marsh, Vice-Chairman <br />Darrell Collins <br />Charles Foxworth <br />Arnold J. Kendall <br />Andrea Ratner <br />Carl Safe <br /> <br />Council Members Present: Byron Price, Council Liaison. <br /> <br />staff Present: Al Goldman, Director of Planning; Sarah Elwood, <br />Zoning Administrator. <br /> <br />APPROVAL OF MINUTES <br /> <br />Mr. Safe moved that the Minutes of the November 28, 1990, meeting <br />be approved as corrected. Mr. Marsh seconded the motion which <br />passed by a vote of 7-0. <br /> <br />APPLICATION FOR CONDITIONAL USE PERMIT #291. CARRY-OUT RESTAURANT <br />AT 8107 OLIVE BOULEVARD <br /> <br />Chairperson Kreishman informed those present that the Plan <br />Commission had scheduled a public hearing on an application for a <br />Conditional Use Permit by Ms. Sarah Harris. Ms. Harris is seeking <br />the approval of the Plan Commission and city Council of her plans <br />to open a carry-out restaurant to be known as Fish-n-Such at 8107 <br />Olive Boulevard. The Chairperson outlined the Commission's <br />procedure and criteria for reviewing Conditional Use Permits. <br /> <br />Mr. Prentiss Carradine of 7920 Glenside Place was present to <br />represent his mother, Sarah Harris, for the hearing. Mr. Carradine <br />stated that the building at 8107 Olive Boulevard had previously <br />been used as a restaurant until May, 1989, namely Church's Fried <br />Chicken. He continued by saying that his mother had decided not to <br />open the Fish-n-Such restaurant in the westover Center. 8107 Olive <br />would hopefully be the location of this carry-out restaurant which <br />would serve fried fish, shrimp, chicken wings and hamburgers. He <br />stated that he and his mother had reviewed the staff report on the <br />application and believed they could comply with all recommended <br />conditions, especially the recommendation that the parking layout <br />
