<br />Plan Commission Mtlktes . <br />January 23, 1991 <br />Page 2 <br /> <br />be redesigned and a plan for same submitted to the Planning <br />Director for his approval. <br /> <br />Chairperson Kreishman asked Al Goldman, Director of Planning, to <br />present the staff report on the application. Mr. Goldman stated <br />that the restaurant Ms. Harris proposed to open at 8107 Olive was <br />the same one which she had proposed to open at the Westover Center. <br />with proposed hours of operation from 6 a.m. to 2 a.m., it is <br />anticipated that her menu would include breakfast items as well. <br />provision should be made for preventing odors from frying and other <br />food preparation beyond the property lines. Ms. Harris had <br />revealed no plans to serve liquor at this restaurant. The limited <br />seating area shown on the proposed floor plan would require a <br />minimum of seven (7) parking spaces provided on site. The parking <br />spaces depicted on the plan submitted with the application did not <br />meet the requirements of section 34-50 of the Zoning Code and had <br />not been well thought out. The parking layout needs to be changed <br />to ensure adequate parking stall size, aisle width and proper <br />vehicular circulation. The planter areas depicted on the plan <br />should be landscaped to their fullest potential by deepening them <br />another ten (10) feet. This would provide appropriate planting <br />areas for small trees and low shrubs as desired in the Master Plan <br />for Olive Boulevard. The restaurant operator should take care to <br />patrol the property and surrounding area to prevent litter <br />accumulation from paper food packages and cups from the restaurant. <br />Finally, obsolete sign frames should be removed in anticipation of <br />new, conforming signage to be proposed for the restaurant. <br /> <br />The Chairperson asked if Commission members had any questions for <br />Planning staff or the applicant's representative. Mr. Kendall <br />asked if the applicant had reviewed the proposed conditions herself <br />and had indicated her agreement with them. Sarah Elwood, Zoning <br />Administrator, stated that she had met with the applicant that same <br />day and that she understood the proposed conditions and had agreed <br />to complete the required work before opening the restaurant. Mr. <br />Kendall also noted that there did not appear to be much area for <br />parking on the site and confirmed with Planning staff that the <br />minimum required parking could be accommodated on site. Chairperson <br />Kreishman and Mr. Safe asked if closing the Hafner entrances might <br />maximize parking and improve circulation on the site. Planning <br />staff replied that this was a possibility; however, an accurate <br />parking plan would still have to be submitted. Mr. Safe asked for <br />clarification of how many seats and booths there would be in the <br />restaurant. Chairperson Kreishman stated that 3 booths and 2 more <br />tables with benches and chairs were proposed on the floor plan. <br />Mr. Collins asked Mr. Carradine why Ms. Harris had decided not to <br />locate the restaurant at Westover. Mr. Carradine replied that he <br />did not know all the reasons for her decision. Chairperson <br />Kreishman asked if attention should be paid to the proposed late <br />hours of operation since the restaurant abutted residential <br />property. Mr. Goldman replied that the City has not typically <br />limited hours of operation on any businesses located in the "GC" - <br />
