The meeting commenced at 7:30 p.m. with Chairperson Melissa
Kreishman presiding.

VOTING MEMBERS PRESENT

Melissa Kreishman, Chairperson
Stephen Marsh, Vice-Chairman
Charles Foxworth
Carl Safe

VOTING MEMBERS ABSENT

Darrell Collins
Arnold J. Kendall
Andrea Ratner

Council Members Present: Byron Price, Council Liaison

Staff Present: Al Goldman, Director of Planning; Sarah Elwood,
Zoning Administrator.

APPROVAL OF MINUTES

Mr. Marsh moved that the Minutes of the January 23, 1991, meeting
be approved as corrected. Mr. Safe seconded the motion which
passed by a vote of 4-0.

REOUEST FOR RESUBDIVISION OF LOTS 7-15 OF CORVETTE PLACE
SUBDIVISION

Mr. Arthur Roufa, President of Toro Corporation, was present to
explain his company's request for resubdivision of Lots 7-15 of the
Corvette Place, the townhouse development west of Swarthmore Lane
at Blancha Drive. Toro seeks to revise the original grouping of
townhomes which consisted of 6 townhomes on Lots 1-6, 3 townhomes
on Lots 7-9 and 6 townhomes on Lots 10-15. The resubdivision
proposes changing 3 of these groupings to 3 townhomes each on Lots
7-9, Lots 10-12 and finishing with Lots 13-15. Mr. Roufa stated
that by changing the groupings of homes, Toro would be able to
market more "end" units - units which are slightly larger and more
attracti ve to buyers. Mr. Roufa continued by stating that he
believed all zoning regulations and setback requirements were
observed by the proposed plan.

The Chairperson called on Sarah Elwood, Zoning Administrator, to
present the Planning Staff's report on the proposal. Ms. Elwood
