<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 9 <br />May 22, 1991 <br /> <br />Ms. Ratner indicated her opposition to the staff recommendation and explained that she was <br />concerned about the effect of late night traffic from nursing home employees and ambulances; <br />indicating that it was her recollection that the exclusion of skilled nursing from the PR -0 District <br />was intentional. Ms. Ratner responded to several questions by other members of the Plan <br />Commission. <br /> <br />After a brief discussion Mr. Safe moved approval of the staff recommendation to include nursing <br />homes with convalescent homes as a conditional use in the PR-O District under Section 34-34.4 <br />(No.3). Mr. Foxworth seconded the motion which passed by a vote of 4-1, with Mr. Marsh <br />abstaining. <br /> <br />PROPOSED TEXT AMENDMENT TO SECTION 34-100 - REGARDING "SOLD" SIGNS <br /> <br />Chairperson Kreishman called on Mr. Goldman to provide staff comments on the agenda item. <br />Mr. Goldman indicated that a draft ordinance was prepared by City Attorney Dennis Kay which <br />provides an exemption from the sign ordinance for real estate "sold" signs for a period of seven <br />working days following closure on property, consistent with a request from the St. Louis <br />Association of Realtors. During the discussion it was agreed that "sold" signs are generally put <br />in place at the time a sales contract is accepted or if the contract contains contingencies after the <br />contingencies are satisfied. This raised the possibility that "sold" signs could be in place for <br />several weeks before the actual closing of the sale. There was also a discussion on the term <br />"working days" and it was felt "calendar days" was the appropriate measure of time. <br /> <br />Ms. Ratner made a motion to recommend approval of a text amendment to Section 34-1oo.8(j) <br />of the University City Zoning Code to read ""sold" signs, except sold signs shall be allowed for <br />seven days" with the new provision limited to a six month trial period. The motion was <br />seconded by Mr. Marsh and passed by a vote of 6-0. <br /> <br />REVIEW OF PROPOSED STANDARD CONDITIONS FOR CONDITIONAL USES AND <br />SITE PLAN REVIEWS <br /> <br />Ms. Ratner noted that the proposed conditions attached to the May 13 memo from Zoning <br />Administrator Sally Elwood did not contain the following changes that were agreed upon at the <br />April 24 Plan Commission meeting: <br /> <br />CHILD DAY CARE. NURSERY SCHOOL OR DAY NURSERY, change the second <br />sentence in the second paragraph to read "Proposed Day Care Centers in the "P A"- <br />Public Activity District are uses which require the approval, prior to the application for <br />business occupancy, of a Conditional Use Permit by the City Council after review by the <br />Plan Commission. " <br />
