Overnight, outdoor parking or storage of vehicles, including damaged vehicles waiting <br />for repairs, shall be limited to a total of five vehicles. Derelict, abandoned and/or <br />unlicensed vehicles shall not be parked or stored outdoors at any time. <br /> <br />5. All repair, maintenance and service shall be conducted wholly enclosed within a building, <br />including the repair or washing of automobiles. Operation of the business shall comply, <br />at all times, with the Use Limitations of the 'IC' Zoning District. <br /> <br />6. Hours of operation for the business shall be limited to the hours of 7:00 a.m. to 10:00 <br />p.m. except there shall be no body work after 7:00 p.m. <br /> <br />7. The fence on the north side shall be replaced with an opaque fence. Details of the fence <br />shall be submitted to the Planning Director for review and approval. The fence shall be <br />installed and maintained in accordance with such approval. <br /> <br />The motion was seconded by Mr. Foxworth and passed by a vote of 4-0. <br /> <br />PUBLIC HEARING FOR CONDITIONAL USE #298 - CHILD DAY CARE CENTER. 8332 <br />FULLERTON <br /> <br />Vice Chairperson Marsh informed those present that the Plan Commission had scheduled a <br />public hearing on an application from the Abundant Life Center Church for authorization to <br />operate a child day care center in conjunction with church use that is proposed in the former <br />Greensfelder School at 8332 Fullerton. Vice Chairperson Marsh pointed out that the <br />Commission's procedures and criteria for reviewing conditional use permits was outlined at the <br />previous hearing. He then called upon the applicant. <br /> <br />Mr. George Everding, the architect for the project, stated that he was representing the owner <br />and explained the project in detail. The church was making arrangements to utilize the former <br />school building for church and Sunday School purposes and wish to use a former Kindergarten <br />wing for a day care center noting that they are already operating a successful day care center <br />at their church facility at 2221 Ashby Road. <br /> <br />Vice Chairperson Marsh asked Mr. Goldman to review the staff report. Mr. Goldman stated <br />that in staff judgement the church is an appropriate use for the former elementary school <br />building and that such a use was considered favorable when the Comprehensive Plan was <br />developed in 1986. He also stated that the staff considered the day care use reasonable and <br />appropriate so long as it is conducted as an adjunct to church use. He noted that the delivery <br />and pick up arrangement for the children was satisfactory as shown but suggested that having <br />a door on the Tamerton side would allow parents to use 82nd Street to drop off children via <br />Paramount Drive and Tamerton.
