<br />. <br /> <br />. <br /> <br />Minutes - Plan Commission <br />Page 2 <br />June 26, 1991 <br /> <br />Mr. Al Cole, Sr. of C & G Realtors, 802 South Florissant Road, said he was the representative <br />of the applicant and that they were in agreement with all of the conditions except would prefer <br />a 7 p.m. limit on body work in Condition #6 rather than a 6 p.m. limit recommended by the <br />staff. <br /> <br />Vice Chairperson Marsh asked Mr. Goldman to report on the staff review. Mr. Goldman <br />explained that the property had been used in the past for automobile repair and body work and <br />that it was suitable for such uses if appropriate conditions are attached. He suggested an <br />additional tree be planted on the west side of the street frontage and the existing sign be removed <br />and replaced with a low monument sign that can be seen below the trees. He also stated that <br />the noise and paint odors from body work must stay within the limitations of Section 34-54 of <br />the Zoning Code and was concerned about the potential for noise and paint odors affecting <br />residents in the evening and thus recommended that such activities not be conducted after 6 p.m. <br />He also recommended proper placement of refuse containers, limitation on overnight outdoor <br />parking to a total of five vehicles, with derelict, abandoned and/or unlicensed vehicles prohibited <br />outdoors at all times. Mr. Goldman further noted that the staff recommended that all operations <br />be conducted indoors, that the hours of business be limited to the hours between 7 a. m. and 10 <br />p.m. except that no body work shall take place after 6 p.m., and that the fence on the north side <br />be replaced with an opaque fence with the design subject to the approval of the Planning <br />Director. <br /> <br />The Vice Chairperson asked for comments from the public. No one asked to be heard and the <br />public hearing was closed. <br /> <br />Mr. Kendall asked the applicant if they were agreeable to all the conditions with the exception <br />of the 6 p.m. closing that was noted earlier. The applicant answered in the affirmative and Mr. <br />Kendall moved that the Plan Commission recommend approval of the Conditional Use Permit <br />subject to the following conditions: <br /> <br />1. The existing pole sign shall be removed, including the pole, and new identification <br />signing shall be limited to a low monument sign or wall sign. All signs on the premises <br />shall conform with the provisions of the University City Sign Code. <br /> <br />2. A detailed landscaping plan for tree planting at the front shall be submitted to the <br />Director of Planning for his review and approval. Landscaping shall be installed and <br />maintained in accordance with the approved plan. <br /> <br />3. Any container or facilities for refuse shall be located behind the building on the premises <br />or otherwise away from public view. <br />
