The child day care use approved under this Permit shall be also approved and licensed <br />by the State of Missouri Department of Family Services. Occupancy shall be terminated <br />by the City if State approval or licensing is withdrawn for any reason. <br /> <br />4. Children shall be delivered into and picked up from inside the building by an adult parent <br />or guardian. <br /> <br />5. The Use Permit is limited to operation of a Day Care Center in conjunction with church <br />operations at this location by the Abundant Life Center Church. Operation of the Center <br />without a full church operation on the premises or operation by any other owner or <br />operator without the express approval of the City Council shall render the Permit and the <br />occupancy permit for the business null and void. <br /> <br />6. There shall be no increase in the area of the building devoted to day care without the <br />express approval of the City. <br /> <br />Mr. Kendall seconded the motion which passed by a vote of 4-0. <br /> <br />PUBLIC HEARING OF CONDITIONAL USE #296 - CARRY OUT RESTAURANT. 7701 <br />OLIVE BOULEVARD <br /> <br />Vice Chairperson Marsh asked if there were any representatives of the applicant present and <br />asked if there were any members of the public who wished to speak: on the application. There <br />were no representatives of the applicant or members of the public present to speak: on this <br />application. <br /> <br />After a brief discussion, Mr. Foxworth moved and Mr. Kendall seconded the motion that the <br />matter be tabled and the Conditional Use hearing be continued to the next meeting. The motion <br />passed by a vote of 4-0. <br /> <br />ZONING FOR BLOOD BANK DONOR CENTERS <br /> <br />Vice Chairperson Marsh called on Mr. Goldman to report the status of staff activities on zoning <br />restrictions for private blood donor centers. Mr. Goldman reported that staff has not completed <br />work on this item. <br /> <br />Vice Chairperson Marsh recognized several members of the public who were interested in the <br />blood bank issue and stated that although this was not a public hearing, he would like to hear <br />any suggestions they may have for the Plan Commission to consider. <br />
