.

.

Minutes - Plan Commission
Page 6
June 26, 1991

Mr. Chuck Finan of 7333 Wellington asked several procedural questions that were answered by
Vice Chairperson Marsh. Mr. Goldman informed Mr. Finan that the staff was considering
regulating blood banks under a Conditional Use procedure and limit them to the General
Commercial Districts. It was pointed out that the terminology and definitions used were critical
and require thorough study. Mr. Finan questioned the use of this approach and indicated his
disappointment that the staff was not pursuing the flat prohibition of 'for profit' blood bank
donor centers.

Don Wylan of 7354 Melrose had several suggestions for the Plan Commission. He felt that any
enterprise which pays cash for blood, bodily fluids or organs should be regulated in a manner
analogous to houses of prostitution or pornography shops.

Ms. Esther Nall of 1163 Remley Court asked to be recognized stating that she had just come to
the meeting to speak on the Conditional Use for the carry out restaurant at 7701 Olive. Mr.
Marsh informed her that the applicant did not appear and the public hearing was continued to
the next meeting of the Plan Commission on July 24.

OTHER BUSINESS

Mr. Goldman announced to the Commission that the City had hired Frank Hill as Zoning
Administrator to replace Sarah Elwood who resigned.

ADJOURNMENT

Mr. Foxworth moved that the meeting be adjourned. The motion was seconded by Mr. Safe
and carried by a vote of 4-0. The meeting was adjourned at 8:35 p.m.
