Minutes - Plan Commission, July 24, 1991 July 17, 1991 Plan Commission Al Goldman, Director of Planning Zoning for Blood Banks I recommend that "Blood Banks" be regulated by adding this use as a Conditional Use in the "GC" -General Commercial District. The standards for conditional use permit approval contained in Section 34-65.4 require the presentation of evidence that a proposed conditional use at this specific location will contribute to and promote the community welfare or convenience and that it will not cause substantial injury to the value of neighboring property. In addition, the review considerations contained in Section 34-65.5 require the Plan Commission to consider the extent to which evidence demonstrates that the proposed use is compatible with the surrounding area and its impact on community facilities and services. I suggest that Section 34-90 relating to definitions be amended by adding the following definition: Blood Bank - A use which includes the collection of blood or blood components from individuals other than samples of blood or blood components which are taken in physician's office, substance abuse treatment center or medical laboratory for diagnostic purposes only. I suggest that Section 34-35.4 relating to conditional uses in "GC"-General Commercial Districts be amended by adding the following: 14. Blood banks, except those operated within a hospital or those operated by not-for- profit corporations on a short term basis, not exceeding ten (10) days in any twelve (12) month period. The following conditions should be considered for blood banks authorized under a conditional use permit: 1. 3. 2. Staffing shall include a licensed physician or registered nurse on the premises at all times the facility is in operation. The facility shall have a written agreement, a copy of which shall be on file with the city, with a nearby licensed hospital to provide for the emergency admission of such patrons of the facility who may require hospital admission and care; or the physician in charge of such facility shall file a signed written statement which recites that he or she has staff privileges at a nearby licensed hospital to provide for emergency admission of such patients of the facility who may require hospital admission and care. The facility shall either have its own ambulance service, or shall have a written agreement, a copy of which shall be on file with the city, with a person, partnership or corporation providing ambulance service for transporting patients to the aforementioned hospital. 4
