<br />DATE: <br />TO: <br />FROM: <br />RE: <br /> <br />. <br /> <br />. <br /> <br />Minutes - Plan Commission, July 24, 1991 <br /> <br />July 17, 1991 <br />Plan Commission <br />Al Goldman, Director of Planning <br />Zoning for Blood Banks <br /> <br />I recommend that "Blood Banks" be regulated by adding this use as a Conditional Use in the <br />"GC" -General Commercial District. <br /> <br />The standards for conditional use permit approval contained in Section 34-65.4 require the <br />presentation of evidence that a proposed conditional use at this specific location will contribute <br />to and promote the community welfare or convenience and that it will not cause substantial <br />injury to the value of neighboring property. In addition, the review considerations contained in <br />Section 34-65.5 require the Plan Commission to consider the extent to which evidence <br />demonstrates that the proposed use is compatible with the surrounding area and its impact on <br />community facilities and services. <br /> <br />I suggest that Section 34-90 relating to definitions be amended by adding the following <br />definition: <br />Blood Bank - A use which includes the collection of blood or blood components from <br />individuals other than samples of blood or blood components which are taken in <br />physician's office, substance abuse treatment center or medical laboratory for diagnostic <br />purposes only. <br />I suggest that Section 34-35.4 relating to conditional uses in "GC"-General Commercial Districts <br />be amended by adding the following: <br />14. Blood banks, except those operated within a hospital or those operated by not-for- <br />profit corporations on a short term basis, not exceeding ten (10) days in any <br />twelve (12) month period. <br />The following conditions should be considered for blood banks authorized under a conditional <br />use permit: <br />1. <br /> <br />3. <br /> <br />2. <br /> <br />Staffing shall include a licensed physician or registered nurse on the premises at <br />all times the facility is in operation. <br />The facility shall have a written agreement, a copy of which shall be on file with <br />the city, with a nearby licensed hospital to provide for the emergency admission <br />of such patrons of the facility who may require hospital admission and care; or <br />the physician in charge of such facility shall file a signed written statement which <br />recites that he or she has staff privileges at a nearby licensed hospital to provide <br />for emergency admission of such patients of the facility who may require hospital <br />admission and care. <br />The facility shall either have its own ambulance service, or shall have a written <br />agreement, a copy of which shall be on file with the city, with a person, <br />partnership or corporation providing ambulance service for transporting patients <br />to the aforementioned hospital. <br /> <br />4 <br />
