<br />. <br /> <br />. <br /> <br />Minllles - Plan Commission, October 23.1991 Page 2 <br /> <br />Mr. Bruno explained that he is the owner of the lots and the developer of the University Place <br />subdivision. Mr. Bruno presented a proposed final plat of the proposed resubdivision <br />amendment. He stated that the original lot lines had been adjusted for lot 96 in order to <br />accommodate a large oak tree on the lot. After the adjustment, the garage had to be expanded <br />because steps had to be included due to the grade of the land not being taken into account. <br />Therefore, the house had to be shifted forward on the lot to accommodate the steps. The <br />resubdivision of lot 96 prompted lots 97 and 98 to be shifted. <br /> <br />Chairperson Kreishman asked Mr. Goldman for staff comments. Mr. Goldman stated that he <br />approved the resubdivision amendment as presented. Mr. Goldman pointed out to the applicant <br />that the new survey shows the east and west property lines of lot 96 increased by 4" from the <br />previously approved plats. The applicant replied that he would have that checked out by his <br />surveyor prior to the final plat being submitted for signing. <br /> <br />Mr. Safe moved that the resubdivision amendment be approved subject to the resolution of the <br />4" discrepancy. The motion was seconded by Mr. Kendall and passed by a vote of 5 - 0 with <br />one abstention. <br /> <br />DISCUSSION OF STANDARD CONDITIONS FOR BLOOD BANKS <br /> <br />Chairperson Kreishman informed those present that the Commission would discuss a proposed <br />list of standard conditions for Blood Banks. Standard conditions need to be approved by the <br />Plan Commission, following City Council's approval of the amendments to 34-90 and 34-35.4 <br />which make blood banks a conditional use in the "GC" - General Commercial District. <br /> <br />Mr. Goldman stated that these standard conditions should be approved by the Plan Commission <br />to be used in making future recommendations to the City Council when recommending approval <br />of conditional use permits for Blood Banks. <br /> <br />Ms. Ratner inquired whether optional condition #4, which limits the permit to the current <br />occupant of the building, could be non-optional. Mr. Goldman replied that it could, since these <br />are policy considerations set up within the Plan Commission. Mr. Marsh suggested that the <br />sentence between conditions #3 and #4, making condition #4 optional, could be deleted. Mr. <br />Safe stated that he would also want condition #4 to be non-optional. <br /> <br />Mr. Marsh moved that the following set of standard conditions for blood banks, with the <br />deletion of the sentence between conditions #3 and 4, be adopted as follows: <br /> <br />* <br /> <br />* <br /> <br />* <br />
