<br />. <br /> <br />. <br /> <br />Minllles - Plan Commission, October 23,1991 Page 3 <br /> <br />BLOOD BANK <br /> <br />A BLOOD BANK is defined in Section 34-90 of the University City Zoning Code as "a use <br />which includes the collection of blood, blood components or body parts from individuals other <br />than samples of blood or blood components which are taken in a physician's office, substance <br />abuse treatment centers, or medical laboratory for diagnostic purposes only." <br /> <br />BLOOD BANKS are uses which require the approval, prior to an application for commercial <br />occupancy, of the City Council under Conditional Use Permit after review by the Plan <br />Commission. The standards for issuance of a Conditional Use Permit are outlined in Section <br />34-65 of the University City Zoning Code. <br /> <br />In approving an application for a Conditional Use Permit, the City Council may impose <br />conditions and restrictions on the business to ensure that the general intent of the City's Zoning <br />Regulations and City Planning Policies are carried out. Standard conditions with Conditional <br />Use Permits for BLOOD BANKS include, but are not limited to the following: <br /> <br />I. Staffing shall include a licensed physician or registered nurse on the premises at <br />all times the facility is in operation. <br />2. The facility shall have a written agreement, a copy of which shall be on file with <br />the city, with a nearby licensed hospital to provide for the emergency admission <br />of such patrons of the facility who may require hospital admission and care; or <br />the physician in charge of such facility shall file a signed written statement which <br />recites that he or she has staff privileges at a nearby licensed hospital to provide <br />for emergency admission of such patients of the facility who may require hospital <br />admission and care. <br />3. The facility shall either have its own ambulance service, or shall have a written <br />agreement, a copy of which shall be on file with the city, with a person, <br />partnership or corporation providing ambulance service for transporting patients <br />to the aforementioned hospital. <br /> <br />~:::ri!:tX.:Eg:ijn8!l.:.:m~x.::~~~~l~mPR~~::~ftB..t9n.9Y~;~~~..~ggg~U99.;: <br /> <br />4. This Use Permit is limited to operation of a Blood Bank by (name of individual <br />or corporate owner or operator) doing business as (name of Blood Bank). <br />Operation of the Blood Bank by any other owner or operator or a change in the <br />type of Blood Bank so operated without the express approval of the Plan <br />Commission and City Council shall render this Permit and the occupancy permit <br />for the business null and void. <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />The motion was seconded by Mr. Safe and passed by a vote of 6 - O. <br />
