.

.

Minutes - Plan Commission, October 23, 1991 Page <I

DISCUSSION OF PUBLIC NOTICE REOUIREMENTS

Chairperson Kreishman informed those present that the Commission would discuss expansion
of the public notice requirements for public hearings.

The Zoning Administrator stated that he is currently required to advertise notice in the St. Louis
Countian at least 15 days prior to public hearings; he is also required to mail a copy of the
notice to all property owners within a 185 foot radius of the subject property. Mr. Goldman
stated, and Mr. Hill agreed, that notice was actually mailed to a 200 foot minimum radius.

Mr. Goldman stated that he favored posting notices in the area over increasing mailings. It was
his opinion that the burden on staff and cost to the City of significant expansion beyond the 185'
mailing radius would outweigh the small possibility of increase in public response to such
notices. He stated that even a moderate expansion of the radius would double the number of
mailings and the time it takes to prepare them. He further stated that it was his experience that
people infrequently came to meetings solely as a result of receiving the letters.

The Commission considered notice being posted in the general area of the subject property.
Chairperson Kreishman asked what the appropriate area for the notices to be posted should be.
Several options were discussed. Other considerations such as frequency and method of posting
were addressed. The Commission decided that the Zoning Administrator should survey other
zoning staff in the St. Louis area about their methods of notice.

RESCHEDULING AND RELOCATION OF THE NOVEMBER AND DECEMBER
MEETINGS

Chairperson Kreishman informed those present that the Commission would discuss the
rescheduling and relocation of the November and December meetings.

It was decided that the November meeting would be held on Tuesday, November 26, 1991 at
7:30 p.m. in the Fourth Floor Conference room of City Hall. It was also decided that the
December meeting would be held on Tuesday, December 17, 1991 at 7:30 p.m. in the Fourth
Floor Conference room of City Hall.

ADJOURNMENT

Mr. Marsh moved that the meeting be adjourned. The motion was seconded by Mr. Foxworth
and carried by a vote of 6 - O. The meeting was adjourned at 8: 15 p.m.
