<br />. <br /> <br />. <br /> <br />November 26, 1991 Plan Commission Meeting Minutes Page 2 <br /> <br />The applicant, Mr. John Peil of J. P. Window and Door, 5713 Delmar, explained that he has <br />been in the window and door service and supply business for over seventeen years. He is <br />currently under contract to purchase the property from University City to use it for his business. <br />The use will include warehousing, distribution and light manufacturing. Mr. Peil explained that <br />his business is service oriented and that the building is ideal for his needs. He will not require <br />extra parking because his business uses only three pickup trucks. He stated that he will store <br />the business trucks inside the building overnight. <br /> <br />Mr. Goldman explained that warehousing, distribution and light manufacturing uses are required <br />to undergo Site Plan Review in a "GC" District. Therefore, Mr. Peil has also applied for Site <br />Plan Review before the City Council in conjunction with this rezoning application. <br /> <br />Mr. Goldman stated that for many years the firehouse property and the adjacent Mercy High <br />School property, covering the rest of the block, were zoned "P A." Later, after the firehouse <br />and Mercy High School closed, the parcels were rezoned to "PR-O" Planned Residential- Office <br />District as a way of facilitating the adaptive reuse of the property. He stated that the currently <br />proposed use requires the lot to be rezoned to "GC" since warehousing, distribution and light <br />manufacturing are not permitted in the PR-O District. <br /> <br />Mr. Goldman stated that the property is bordered on the east and south by the old Mercy High <br />School property, to the west by Heman Park ("P A" Public Activity District) and to the north by <br />commercial properties along Olive ("GC" General Commercial District). The rezoning is <br />consistent with virtually the full length of Olive as "GC" from Ferguson to west of Woodson <br />Road. The 1986 Comprehensive Plan encourages an increase in service industries, light <br />warehousing and light industrial uses along Olive. <br /> <br />Mr. Goldman stated that there was a previous attempt to resubdivide and rezone a 4.6 acre tract <br />of the Mercy High School property to "GC." That application was denied primarily because it <br />was felt that the sale of the remaining parcel, which would have contained the High School <br />Building, would have been too difficult because of the small size of the lot relative to the <br />existing building on the lot. <br /> <br />Mr. Safe asked whether the rezoning of this lot would have any impact on the resale of the <br />Mercy property. Mr. Goldman stated that ideally the Mercy property could be used as a <br />corporate office building or it could be rezoned to either "GC" or "IC" and that the high school <br />building would eventually be demolished to allow light industrial uses, a grocery store or another <br />similar use. Since the firehouse parcel is already subdivided from the Mercy lot and is a small <br />. 70 acre corner of the whole block, he feels that rezoning the lot will not have a major impact <br />on future development occurring on the Mercy lot. <br /> <br />Mr. Goldman stated that the garage floor was deteriorated and was no longer structurally <br />adequate to support the weight of a fire engine loaded with water, but could be used for other <br />purposes.
