<br />. <br /> <br />. <br /> <br />November 26, 1991 Plan Commission Meeting Minutes Page 3 <br /> <br />Mr. Goldman asked Mr. Peil about his plans for the upper level. Mr. Peil stated that he was <br />not planning to use the upper floor immediately upon occupancy. He might house an art studio <br />there in the future. Mr. Peil understood that he may have to obtain site plan or conditional use <br />approval prior to occupying the upper level. <br /> <br />Mr. Marsh asked the Plan Commission Members if they had any questions for the applicant. <br />Ms. Ratner asked about the hours of operation. Mr. Peil replied that the business would operate <br />between the hours of 7:30 a.m. and 4:00 p.m. The trucks leave for the day between 7:30 and <br />8:00 a.m. and return (if at all) around 4:00 p.m. Mr. Goldman asked Mr. Peil to comment <br />about the storage and delivery of windows. Mr. Peil stated that most of the windows are <br />delivered directly from the manufacturer to the installation sites. Therefore, on premises <br />window storage will be minimal. <br /> <br />Mr. Peil emphasized his commitment to retain the historical aspects of the firehouse building. <br />He plans to re-install wood windows on the second floor matching the original windows. He <br />presented a newspaper article and photographs of a building he restored in the Central West <br />End. <br /> <br />It was established that the seller of the property is the City of University City and that the sale <br />is contingent upon rezoning approval by City Council. Ms. Ratner asked if the rezoning could <br />be made contingent upon the sale of the property to Mr. Peil. Mr. Goldman stated that since <br />City Council must pass an ordinance to rezone, he did not think that the rezoning could be made <br />contingent upon this particular sale of the property. Mr. Piel's consultant, Charles Block, 14866 <br />Rutland Circle, Chesterfield, stated that it is certain Mr. Peil will not resell the property after <br />the purchase because Peil's business is leaving its current location. Mr. Peil stated that <br />Boatmen's Bank has approved the mortgage. <br /> <br />Mr. Marsh commented that, although Mr. Peil is an excellent and impressive candidate for this <br />use, he feels that the decision to rezone must be made independent of the proposed use of the <br />lot. Once the property is rezoned to "GC," any permitted "GC" use can be located there. Ms. <br />Ratner stated that the effect of other "GC" uses at that site gave her reservations about the <br />rezoning. Mr. Safe agreed that the rezoning should be made independent of the proposed use. <br /> <br />Mr. Safe moved that the property located at the South-east corner lot of Pennsylvania and Olive, <br />legal description: "Lot 17 of Central Suburbs, a Subdivision in the County of St. Louis as per <br />Plat thereof recorded in Plat Book 7 page 23 of the St. Louis City formerly County records <br />excepting therefrom the Eastern triangular point of said lot 17 described in deed from D K <br />Ferguson dated February 4, 1868 and recorded in Deed Book 358 page 140 in the Recorders <br />Office in City of St. Louis containing 21.2327 acres," commonly known as 6970 Olive, be <br />rezoned from "PR-O" Planned Residential - Office District to "GC" General Commercial <br />District. The motion was seconded by Mr. Marsh and passed by a vote of 4 - O. <br /> <br />m-1l-26.plc <br />
