RE: ROLE OF THE HISTORIC PRESERVATION COMMISSION <br /> <br />Vice Chairperson Marsh informed those present that the Historic Preservation Commission has <br />submitted for Plan Commission and City Council approval, several Code Section Amendments <br />concerning the role of the Historic Preservation Commission (hereafter "HPC"). <br /> <br />Esley Hamilton, HPC Acting Chairperson, announced that the Commission had been working <br />on the proposal for the past two and a half years and wanted reaction from Plan Commission <br />members and Planning Staff. Mr. Hamilton introduced Lisa Van Amberg, HPC member and <br />one of the drafters of the proposed amendments. <br /> <br />Ms. Van Amberg stated that the proposed amendments cover three major areas of concern for <br />the HPC. First, the State has passed an enabling act concerning Historic Preservation <br />Commissions. Most of the language of the HPC's proposed amendments is modeled after the <br />enabling act. She feels that future funding for the HPC may be contingent upon having parallel <br />language between the municipal ordinances and the enabling act. <br /> <br />The second major area concerns demolitions and expansion of the HPC's limited power as an <br />advisory commission. Among the proposals were changes concerning the HPC's power to <br />inspect, clarifications of zoning powers and specific standards of review for permits to demolish. <br /> <br />The third major area concerns an increase in the HPC's area of jurisdiction to expand 300' <br />beyond designated historic districts and landmark sites. <br /> <br />Plan Commission members and Planning Staff gave their suggestions and addressed concerns <br />about certain portions of the proposal. The Planning Staff voiced particular objection to the 300' <br />increase in HPC jurisdiction. Hamilton and Van Amberg stated that they wished to discuss the <br />comments with the HPC prior to formally presenting the proposed amendments for a Plan <br />Commission vote. It was suggested that Mr. Goldman meet with the HPC to discuss the <br />Planning Staffs concerns with the proposal. Mr. Hamilton thanked the Plan Commission <br />members and Planning Staff for their input. He stated that the proposed amendments will be <br />resubmitted at the January meeting of the Plan Commission. <br /> <br />DISCUSSION OF STANDARD CONDITIONS FOR BLOOD BANKS (RE-APPROV AL) <br /> <br />Vice Chairperson Marsh informed those present that the Commission would discuss a proposed <br />list of standard conditions for Blood Banks. Standard conditions need to be approved by the <br />Plan Commission, following City Council's approval of the amendments to 34-90 and 34-35.4 <br />which make blood banks a conditional use in the II GC II - General Commercial District. The <br />conditions are to be used in making future recommendations to the City Council when <br />recommending approval of conditional use permits for Blood Banks. <br /> <br />m-1l-26.plc <br />
