<br />. <br /> <br />. <br /> <br />November 26, 1991 Plan Commission Meeting Minutes Page 5 <br /> <br />Mr. Hill stated that a memorandum of standard conditions was approved at the October meeting. <br />However, the approved memorandum contained an incorrect definition of Blood Banks existing <br />prior to the ordinance's distribution from the City Clerk. <br /> <br />Ms. Ratner moved that the following set of standard conditions for blood banks, containing the <br />correct definition, be adopted as follows: <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />BLOOD BANK <br /> <br />A BLOOD BANK is defined in Section 34-90 of the University City Zoning Code as II a use <br />which includes the collection of blood, blood components, other bodily fluids, or body parts <br />from individuals other than samples of blood or blood components which are taken in a <br />physician's office, substance abuse treatment centers, or medical laboratory for diagnostic <br />purposes only. II <br /> <br />BLOOD BANKS are uses which require the approval, prior to an application for commercial <br />occupancy, of the City Council under Conditional Use Permit after review by the Plan <br />Commission. The standards for issuance of a Conditional Use Permit are outlined in Section <br />34-65 of the University City Zoning Code. <br /> <br />In approving an application for a Conditional Use Permit, the City Council may impose <br />conditions and restrictions on the business to ensure that the general intent of the City's Zoning <br />Regulations and City Planning Policies are carried out. Standard conditions with Conditional <br />Use Permits for BLOOD BANKS include, but are not limited to the following: <br /> <br />1. Staffing shall include a licensed physician or registered nurse on the premises at <br />all times the facility is in operation. <br />2. The facility shall have a written agreement, a copy of which shall be on file with <br />the city, with a nearby licensed hospital to provide for the emergency admission <br />of such patrons of the facility who may require hospital admission and care; or <br />the physician in charge of such facility shall file a signed written statement which <br />recites that he or she has staff privileges at a nearby licensed hospital to provide <br />for emergency admission of such patients of the facility who may require hospital <br />admission and care. <br />3. The facility shall either have its own ambulance service, or shall have a written <br />agreement, a copy of which shall be on file with the city, with a person, <br />partnership or corporation providing ambulance service for transporting patients <br />to the aforementioned hospital. <br />(continued) <br /> <br />m-1l-26.plc <br />
