This Use Permit is limited to operation of a Blood Bank by (name of individual <br />or corporate owner or operator) doing business as (name of Blood Bank). <br />Operation of the Blood Bank by any other owner or operator or a change in the <br />type of Blood Bank so operated without the express approval of the Plan <br />Commission and City Council shall render this Permit and the occupancy permit <br />for the business null and void. <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />The motion was seconded by Mr. Safe and passed by a vote of 4 - O. <br /> <br />DISCUSSION OF PROPOSED TEXT AMENDMENTS TO SECTIONS 34-52.3 AND 34-27 <br />OF THE ZONING CODE. RE: DISH ANTENNAE <br /> <br />Vice Chairperson Marsh informed those present that the Commission would discuss proposed <br />text amendments to Sections 34-52.3 and 34-27 of the Zoning Code, concerning dish antennae, <br />commonly known as satellite dishes. <br /> <br />Mr. Hill stated the proposed amendments were initiated by the increase in popularity of dish <br />antennae and the Zoning Code's lack of reference to them. He feels there is an ambiguity in <br />whether dish antennae shall be treated as structures or antennae. Mr. Hill discussed a <br />memorandum distributed to Plan Commission Members that outlined the proposed changes to <br />the Code. <br /> <br />The first proposed amendment concerned adding dish antennae to the list of accessory uses in <br />Section 34-52.3 to clarify placement in the yard. Several members agreed that the amendment <br />to 34-52.3 was needed. <br /> <br />The second proposal concerned exempting dish antennae from the rooftop screening requirement <br />of Section 34-27. The proposed amendment would also give the Zoning Administrator latitude <br />in requiring placement in as unobtrusive a manner as possible. Ms. Ratner stated giving latitude <br />to the Zoning Administrator could be interpreted as granting an arbitrary power. She feels that <br />a more precise method of determining placement should be proposed. Mr. Goldman stated that <br />certain areas of the Zoning Code grant similar decision making latitude to the Zoning <br />Administrator. <br /> <br />The members decided to table the discussion until the December meeting. <br /> <br />m-1l-26.plc <br />
