<br />. <br /> <br />. <br /> <br />January 22, 1992 Plan Commission Meeting Minutes Page 2 <br /> <br />PUBLIC HEARING FOR AMENDMENT TO CONDITIONAL USE #260 - ADD BEAUTY <br />AND BARBER SHOP AND SHOE SHINING TO HAND CAR WASH AND MINOR MOTOR <br />VEHICLE REPAIR USE. 6800 OLIVE <br /> <br />Chairperson Kreishman informed those present that the Plan Commission had scheduled the <br />public hearing on an application from Alvin and Mary Ashby for an amendment to the existing <br />Conditional Use Permit #260 for 6800 Olive in order to use part of the premises for a beauty <br />and barber shop and shoe shining in addition to the hand car wash and minor vehicle repair. <br />The Chairperson outlined the Commission's procedures and criteria for reviewing conditional <br />use permits and called for testimony from the applicant. <br /> <br />Mr. Alvin Ashby of "AI's All 'n' 1 Stop" explained that he wished to add a beauty and barber <br />shop and shoe shine facility to his already existing car wash and minor vehicle repair use. He <br />stated that he and his mother, Mary Ashby run the business. He explained that he plans to <br />remodel the interior of the building, re-stripe the parking lot and do maintenance as needed. He <br />stated that the new uses fit well into the commercial district within which his business is located. <br />The hours of operation will be 9:00 a.m. to 8:00 p.m. Monday through Saturday; 10:00 a.m. <br />to 2:00 p.m. on Sunday. They will have six employees: three for the car wash and auto <br />maintenance, one shoe-shine, one licensed barber and one licensed beautician. <br /> <br />Chairperson Kreishman asked Mr. Goldman to report on the staff review. He explained that the <br />current Conditional Use Permit for hand car washing and minor motor vehicle repair needed to <br />be amended to allow the barber, beautician and shoe-shine uses. He stated that the proposed <br />modification to the authorized use presents no special problems that were not covered by the <br />conditions attached to Conditional Use Permit #206. He recommended approval of the <br />amendment with all of the same conditions on the original permit. He added that two of the <br />original conditions, dealing with removal of underground tanks and blacktopping the parking lot, <br />could be deleted since they have already been completed between the issuance of the original <br />permit and this application. <br /> <br />The Chairperson asked the members of the Commission if they had questions for Mr. Goldman <br />about his staff recommendation or to the applicant. No questions were asked. <br /> <br />The Chairperson asked for comments from the public. No comments from the public were <br />made. The public hearing was closed. <br /> <br />Mr. Marsh moved that the Plan Commission recommend approval of the Conditional Use Permit <br />subject to the following conditions: <br /> <br />1. Repair work shall be limited to "minor motor vehicle repair" as that term is defined in <br />the Zoning Code; no body work or painting shall be permitted at any time. <br /> <br />m-1-22.plc <br />
