In other words, will this be a good <br />development for this area? Mr. Safe stated that he feels it will be. <br /> <br />Ms. Kreishman stated that she felt a need for more information concerning: grading, sewer <br />relocation and a floor plan that accommodates the cars. She feels that the vote should be <br />postponed until that information is provided. <br /> <br />Mr. Foxworth stated that most churches are located on corners and not in the middle of blocks. <br />He feels that the three homes to the west will be severely secluded and it will connect them only <br />to commercial property. Ms. Kreishman stated that was one of her concerns as well. <br /> <br />Ms. Ratner stated that she agrees with Mr. Safe and Mr. Foxworth but she feels that the <br />Commission must look to the future use of the building. This is a viable synagogue with a <br />strong following. <br /> <br />Mr. Marsh stated that he will vote against the proposal because he feels it will do substantial <br />injury to the value of the neighboring properties. <br /> <br />Mr. Safe moved that the Plan Commission recommend approval of the Conditional Use Permit <br />subject to the following conditions: <br /> <br />1. Provide sufficient space on the site for off-street parking at the rate of one parking space <br />for every four (4) seats if fixed seating is used, or one parking space for every fifty (50) <br />square feet of gross floor area if fixed seating is not used; and provide off-street parking <br />for a minimum of 28 automobiles. <br /> <br />2. A detailed landscaping plan shall be submitted to the Director of Planning for his review <br />and approval. Landscaping shall be installed and maintained in accordance with the <br />approved plan. <br /> <br />3. The perimeter of the parking lot shall be edged with concrete curbs. <br /> <br />4. Landscaped transitional yards provided shall be no smaller than that indicated on the Site <br />Plan dated January 31, 1992. <br /> <br />5. Sight proof fencing shall be installed as shown on the Site Plan dated January 31, 1992. <br /> <br />6. This Use Permit is limited to operation of a synagogue by Young Israel. Operation by <br />any other owner or congregation or a change in use to other than an Orthodox Jewish <br />Synagogue without the express approval of the City Council shall render this Permit and <br />the occupancy permit null and void. <br /> <br />The motion was seconded by Ms. Ratner and passed by a vote of 4 - 2. <br /> <br />m-2-26.plc <br />
