.

.

February 26, 1992 Plan Commission Meeting Minutes Page 9

the community as a whole will suffer if the orthodox jewish community segregates itself.

Nancy Burstein, 700 Brittany, stated that the benefits of the proposal outweigh the negative.
James Stevenson, 8150 Stanford, supports the proposal and has friends who will benefit from
it. Mike Skully, 7915 Teasdale Ct., stated that he is also for the proposal because it will raise
education, diversity, property values and cultural change. That is why he moved to University
City. Silvan H. Robinson, 8141 Cornell, stated that he supports the proposal because the
benefits outweigh the costs. Denise Anderson, 7617 Gannon, stated that she currently lives three
homes away from a different synagogue and it has been a very positive experience.

Emitt Moore, 8109 Delmar, stated that he lives 2 doors west of the proposed location and that
he will be separated from the neighborhood by the development. Real estate people have told
him that his property value will drop. He feels it is not right to seclude the three homes to the
west of the development.

Mr. Baron responded that there were no plans to provide pedestrian access through the
abandoned area of Gay Avenue on the rear of the proposed lot. The sewer line will have to be
relocated but they are currently working with the Metropolitan St. Louis Sewer District on that
issue.

Ms. Ratner asked how long the search for a new location had been going on. Mr. Baron replied
15 years. Ms. Kreishman asked whether the search was informal or organized. Mr. Baron
stated that it was formal. Mr. Foxworth asked whether the families who live further away from
the new location will move closer. Mr. Baron stated that they most likely will. Mr. Marsh
asked whether a smaller building would suit their needs. Mr. Baron stated that they are looking
toward future growth and a smaller building would not accommodate that. Mr. Marsh asked
Mr. Goldman what the City's position was on the leased supplemental parking. Mr. Goldman
replied that such parking is not preferred because leased parking does not go with the property;
if the lessor leaves the location, the leasing could end. Ms. Kreishman asked Mr. Goldman
whether Delmar was a county road. He replied that it was.

Ewald Winker, Jr., 8115 Delmar, stated that the leased parking would not work, because the
patrons of the proposed lessor already park in front of his home and not in the required parking
lot.

Ms. Kreishman stated that she had concerns with the unanswered questions concerning the sewer
and the degree of grade sloping being 14'. She would prefer to have a grade elevation prior to
making her decision.

The public hearing was closed.

Mr. Safe stated that Young Israel made a very persuasive presentation. This is a difficult issue
and he is sympathetic to both sides. Those opposed made very legitimate complaints but the

m-2-26.plc
