<br />. <br /> <br />. <br /> <br />March 25, 1992 Plan Commission Meeting Minutes Page 13 <br /> <br />SECTION 34-113 DESIGNATION OF HISTORIC LANDMARKS AND DISTRICTS <br /> <br />34-113.2 Application review procedures. <br /> <br />Change to read as shown: <br />c. City Council Action. In the event the city council shall determine to proceed with the <br />application for establishing an historic landmark or district, it shall treat this matter as <br />an application for textual amendment and rezoning as provided in section 34-64. In the <br />event that the city council does not enact an ordinance establishing an historic landmark <br />or district within one hundred eighty (180) days from the date the plan commission <br />receives the report from the Historic Preservation Commission, the application shall <br />become null and void. The city council shall not establish an historic landmark or district <br />unless it also enacts an ordinance which specifies the rules, regulations and standards for <br />each such historic landmark or district and includes by reference the statement of historic <br />significance. The ol'diaftflee shall iaclude by reference a statemeHt of the histerieal <br />sigHifieance of the historic district of landmark. Historic district rules, regulations and <br />standards shall not in general contain any restrictions on interior alterations or repairs <br />which do not affect the exterior appearance of buildings, structures, humanly created <br />objects or environmental features, recognizing that there might be exceptions to this <br />general rule under certain circumstances. This limitation is not intended to apply to <br />publicly owned buildings. <br /> <br />SECTION 34.118 PERMIT TO DEMOLISH <br /> <br />34-118.1. permit required. <br /> <br />Add text as shown: <br />It shall be unlawful to demolish any building, structure or humanly constructed object anywhere <br />in University City without first obtaining the appropriate permit in accordance with the <br />requirements of the building code and complying with the procedures set forth in this section. <br />Demolition shall be construed to include an act or process which destroys. in part or in whole <br />a structure or which threatens to destroy a structure by failure to maintain it in a condition of <br />good repair and maintenance. Nothing in this article shall be construed so as to prohibit the <br />building commissioner from acting under any emergency provisions of chapter 6 of the <br />Municipal Code of University City. <br /> <br />34-118.3. The state of deterioration or disrepair or structural unsoundness of the building or <br />structure, and the practicability of rehabilitation.
