.

.

March 25, 1992 Plan Commission Meeting Minutes Page 7

Mr. Foxworth asked whether an 8-10 foot fence would be high enough to stop basketballs from
going into the fenced-in area. Mr. King stated that he felt it would be sufficient unless the ball
was purposely thrown over the fence.

Mr. Marsh asked how much the facility would cost. Mr. King stated that the project would cost
approximately 1/2 million dollars.

Ms. Ratner asked what the main danger to a trespasser would be. Mr. King replied that the
only danger would be from climbing and falling off of the tower. This is not an electrical
tower, it is cellular.

Ms. Kreishman stated that she wants more landscaping. She further stated that she would like
to see the easement strip on the west side of the larger lot seeded until the property is further
developed.

Mr. Marsh stated that one of the Conditions should be that Southwestern Bell take the tower
down when it is no longer in use.

The Chairperson asked for comments from the public. No comments from the public were
made. The public hearing was closed.

Mr. Kendall moved that the Plan Commission table the vote until the next meeting to allow the
applicant to provide further the following additional information:

1. A proposal for 8-10 foot fencing with razor wire.
2. A detailed landscaping plan, including less pavement on the parcel.
3. Whether or not the parcel can be enlarged.
4. Whether or not the parcel can be shifted further east, away from the park.
5. Whether the easement on the western part of the property can be seeded until further
development by the landowner.
6. Information should be provided concerning the need for this particular location.
7. Documentation should be provided concerning the affects on radio and TV reception to
area residents.

The motion was seconded by Ms. Ratner and passed by a vote of 5 - O.

PROPOSED TEXT AMENDMENTS TO SECTIONS 34-65.2. 65.3. 69.3. 110. 112.2. 112.4.
113.2. 118.1. 118.3. 118.4. 123.1 & 124.1.

Chairperson Kreishman informed those present that the Historic Preservation Commission has
submitted for Plan Commission and City Council approval, several Code Section Amendments
concerning the role of the Historic Preservation Commission (hereafter "HPC").

m-3-25.plc

L
