<br />. <br /> <br />. <br /> <br />March 25,1992 Plan Commission Meeting Minutes Page 6 <br /> <br />Chairperson Kreishman asked Mr. Goldman to report on the staff review. Mr. Goldman <br />explained that the proposed location is within the "IC" - Industrial Commercial District on a <br />2,244 square foot parcel within the lot known as 6220 Cabanne. The entire open area of the <br />parcel is paved. The building is set back only 20 feet from the right-of-way. Section 34-38.6c <br />requires a minimum set-back of 35 feet when driveways or parking are located between the <br />right-of-way and the building. There is no provision nor is there any space on the site for <br />landscaping as proposed. No attempt has been made to screen this utility area from the park or <br />the street by the use of landscaping or the construction of masonry walls. In response to Mr. <br />Pierce's proposal to locate landscaping outside the fencing, he would prefer to have the <br />landscaping located within the fencing to deter children from using it as leverage over the fence. <br />The 100 foot antenna tower is located within 35 feet from an active city park. Basketball is one <br />of the principal activities in the park. The proposed 6 foot high chain link fence is not adequate <br />to prevent children from gaining access to the site and attempting to climb on the tower. It is <br />obvious that decisions on the placement, design and height of the tower were made with no <br />regard to its proximity to the park. He stated that an 8-10 foot fence with razor wire, instead <br />of barbed wire would be preferable to the proposed 6 foot fence. No documentation has been <br />provided to establish that there will be no problems or interference with radio or TV reception <br />in the area. This is a densely populated apartment area and if there is interference with radio <br />or TV reception a large number of people will be affected. No information has been supplied <br />in the application to establish that this facility is needed at this specific location. The plans <br />indicate a relationship to Washington University. Mr. Goldman recommended denial of the <br />application as submitted. <br /> <br />Mr. King stated that there is no relationship between Washington University and this project. <br />That was just the "location" working name given to the project. <br /> <br />The Chairperson asked the members of the Commission if they had questions for Mr. Goldman <br />about his staff recommendation or to the applicant. Mr. Marsh asked Mr. Goldman whether the <br />height of the fence with razor wire on it would be unsightly. Mr. Goldman stated that the <br />landscaping should offset that. Mr. Goldman stated that he felt there may not be enough area <br />on the lot to fit everything required on it. Mr. King stated that the whole lot does not have to <br />be paved. Mr. Goldman stated that more greenery on the lot is needed. <br /> <br />Ms. Kreishman stated that she needed more detail on the location of this parcel on that particular <br />lot. The file dated 2/5/90 concerning the subdivision of the lot was presented to the Commission <br />by the Zoning Administrator. Mr. Goldman stated that the rest of the lot would most likely be <br />used for a fast food restaurant off of Skinker. The probable reason this parcel of that lot is <br />located east of the western property line is so that the other encompassing lot's use could have <br />access to Cabanne. <br /> <br />Mr. Kendall asked why Southwestern Bell did not consider the lot where a filling station is now <br />vacated east of Skinker.
